Job Specifics
Minimum Qualifications Applicants must have one year of permanent competitive service as Budget Examiner, M/C-18, OR one year of permanent competitive service in a title eligible to transfer under section 52.6 of Civil Service Law.
The qualified candidate must have:
• Demonstrate an interest in influencing statewide policy directives;
• Demonstrate solid written and analytical skills;
• Have a strong quantitative background;
• Be comfortable presenting and/or advocating positions to both internal and external audiences; and
• Be proficient in the use of spreadsheets and development of financial projections.
Duties Description This position provides exposure to a broad array of labor relations, collective bargaining, and workforce related topics. The primary focus of this assignment is budgeting New York State employee and retiree fringe benefits (formally known as the General State Charges budget).
The individual’s assignment will include:
• Developing cost estimates of union benefit enhancement proposals during collective bargaining and developing new ideas to manage employee benefit spending associated with collective bargaining and the Executive Budget. The prospective examiner will have the opportunity to present such analyses to higher-level managers, union representatives and analysts in the State legislature;
• Oversight and financial management of employee and retiree fringe benefits including, health benefits, employer social security costs, employer pension contributions, workers' compensation, dental, vision, unemployment and union benefit funds;
• Periodic RFP development, review, and contract negotiations with the State’s insurance carriers;
• Projecting State Retirement Fund investment returns and working closely with the Division’s consultant actuaries to develop long-term pension estimates;
• Working with the Department of Civil Service to develop annual premium funding requirements for the New York State Health Insurance Program (NYSHIP);
• Statewide workforce management policy as it relates to employee benefits including the development of new pension tiers and retirement incentives;
• Developing a Statewide Cost Allocation Plan to recover funds from the federal government for indirect costs (i.e., the central administrative and support services provided by agencies such as the Office of General Services and the Office of the State Comptroller); and
• Monitoring State spending on litigation against the State and payments in lieu of taxes to local governments.
