Job Specifics
Minimum Qualifications Open to NYS employees with one year of permanent or contingent-permanent competitive service as an Information Technology Specialist 4 (Systems Programming), G-25, OR in a position at the G-23 level or above deemed administrative under Section 52.6 of the Civil Service Law OR in a title designated appropriate for Section 70.1 transfer of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two salary grades.
Preferred qualifications:
• Bachelor's Degree in Computer Science or related field or equivalent combination of education and related work experience
• Knowledge of Structured Query Language (SQL), stored procedures and the Oracle relational database management system
• Experience with Application Designer and PeopleCode programming, DataMover and Configuration Manager
• Experience with PeopleTools 8.5
• At least 2 full SDLC implementations of PeopleSoft HR, Financial or ELM
• Experience with PeopleSoft Integration Broker and Web Services to facilitate systems integrations across applications
Duties Description The Information Technology Specialist 4 (Systems Programming) will act as the senior PeopleSoft developer, responsible for the successful delivery of technology initiatives for the Administrative and General Services Cluster. This position will be responsible for technical analysis, technology design, development, HR and ELM Analytics, testing, implementation and post implementation support for PeopleSoft projects. Duties include, but are not limited to, the following:
• Gathering and interpreting user/system requirements into design specifications
• Designing system test approach and creating test scripts
• Performing HR and Enterprise Learning Management (ELM) software upgrades and migration to production
• Providing application/technical support, as required
• Building extensions to support additional features, and developing SOA web services as needed to facilitate interoperability with existing PeopleSoft Financials and Human Resources systems
• Developing and modifying a variety of HR and ELM modules Application Engine, Component Interface and PeopleSoft tools.
• Performing complex development tasks, including third party intregration, changes to existing user interfaces, developing customized user interfaces and custom solutions to enforce robust business logic.
• Maintaining application code to ensure compliance with eLearning standards - Sharable Content Object Reference Model (SCORM) and Aviation Industry Computer-Based Training Committee (AICC)
• Communicating complex technical information both orally and in writing
• Troubleshooting and resolving user technical problems
• Applying PeopleSoft bundles and upgrades and performing system and integration testing as required
• Developing technology solutions using PeopleCode and PeopleTools including Application Desinger, Security Administration, Change Assistant, Tree Manager, Application Engine, Application Debugger, DataMover, Workflow, Query and Process Schedule.l
