Job Specifics

Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Administrative Specialist 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 52.6 of the Civil Service Law.

Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, meet the following minimum qualifications and must not have failed the last holding of the promotion examination for the title listed above: Current New York State Division of Homeland Security and Emergency Services employee with one year or more of qualifying permanent service as an Administrative Specialist 1.

Provisional Pending Examination:
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. The minimum qualifications for a provisional appointment are:
One year of permanent competitive or 55b/c service as an Administrative Specialist 1.

Duties Description The incumbent will be assigned to support the Disaster Recovery Programs Office Administrative Support Section. The duties include but are not limited to:

• Performs a wide variety of administrative and program activities.

• Reviews requests to fill vacancies to determine if they are in accordance with approved staffing plans and work with program management to prepare justifications to fill vacancies.

• Conducts studies to determine the efficiency and effectiveness of staffing patterns, work methods, and procedures; and recommends revisions.

• Arranges and assists in conducting interviews and making hiring recommendations.

• Prepares procedures to describe, revise, and control work activities.

• Compiles data and prepares reports and recommendations about work problems.

• Develops and implements record-keeping systems and controls.

• Coordinates and maintains records of purchases and services for all sections of Recovery Programs.

• Requires frequent written and oral communications with a wide variety of people, including executive and management staff, co-workers, program and administrative staff, representatives of businesses and organizations, elected and appointed officials and their staff, and the general public.

• Prepares written communications such as narrative and tabular reports, letters, forms, policies, work plans, and procedures of varying complexity and length, which requires a strong understanding of policies, procedures, and work activities.

• Performs oral communications by telephone or in person, including face-to-face dialogue and participation in and presentations at meetings, seminars, and conferences.

• Establishes and maintains effective working relationships to foster assistance and cooperation, and to represent the executive and management staff and the program.

• Supervise and perform all related supervisory functions.

• Perform other duties as assigned by the supervisor.

Additional Comments Possession and maintenance of a valid Driver’s License issuedby the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Travel may be required, including during evening and weekends; approximately 10% depending on mission and assignment.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
