Minimum Qualifications MINIMUM QUALIFICATIONS FOR PERMANENT APPOINTMENT:

• Currently serving as a permanent Developmental Disabilities Program Specialist 4 and eligible for transfer; OR
• Reachable on the Civil Service List for Developmental Disabilities Program Specialist 4; OR
• Currently permanent in a title eligible for a 70.1 or 52.6 transfer per Civil Services Rules and Regulations

PROVISIONAL APPOINTMENT:

• Qualified for Provisional appointment by meeting the minimum qualifications on the Developmental Disabilities Program Specialist 4 examination announcement, which are: Must be a qualified employee of New York State OPWDD and a minimum of three months of permanent competitive or 55-b/55-c service as a Developmental Disabilities Program Specialist 2, Treatment Team Leader (DD), Mental Hygiene Nursing Program Coordinator, or Community Development Specialist 2.

Duties Description POSITION DESCRIPTION:
Under the direction of the Deputy Director, this position provides oversight over nine units within the Regional Field Office with primary oversight over the following units: Front Door, Waiver and Fiscal/FSS. Unit assignment is subject to change at any time per the discretion of the Director and Deputy Director. Regional Field Office Administrators also cover other units within the Regional Office on an as needed basis.

Job Duties Include but are not limited to:

• The position has the responsibility and authority to coordinate all activities within the above referenced units and collaborates with key partners and interested parties within and outside of the Regional Field Office;
• The DDPS 4 is responsible for participating in all statewide planning meetings regarding the above referenced units and to implement policy and procedural changes as they occur;
• Responsible for the supervision of unit leads within the above referenced units;
• Provides oversight and evaluates the effectiveness of the system to ensure that the Regional Office is meeting the goals and service expectations of individuals, families and advocates and remains consistent with statewide policy and procedure;
• Provides training to staff and community groups as required;
• Ensures that the Director and Director Deputy are kept apprised of all significant issues and staff actions;
• Assists the Director with Commissioner Correspondences, research and addresses complaints that are coming into the Regional Field Office;
• Represents the Regional Field Office and collaborates with various advocacy groups, Local Government Units and other divisions of OPWDD;
• Completion of special projects and reports as assigned by the Director and/or Deputy Director
