Job Specifics

Minimum Qualifications Reassignment – Currently in the title and an employee of DEC.

OR

Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.

OR

Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. Duties Description The incumbent will serve as the Bureau Director for the Bureau of Quality Assurance. Specific duties will include the following:

1. Manage and supervise the staff and resources of the Bureau of Quality Assurance.
a) With the intermediary assistance of Section Chiefs, manage a staff of engineers, scientists, analysts, and specialists.
b) Oversee the administration of personnel policies and procedures, including the timely completion of employee probation reports, performance reviews, and the training and development of staff. When necessary, assist in formal counseling of employees and initiate disciplinary action.
c) Develop an annual work plan with goals, tasks, measurable objectives and workload estimates for staff and an annual non-personal services budget. Resources are to be allocated and managed to complete the following objectives.
2. Direct development and implementation of quality assurance programs for the Division
a) This includes but is not limited to: ambient air quality monitoring; stationary source permitting; stationary source compliance; motor vehicle inspection and maintenance; continuous emission monitoring and stack testing; emission inventories; operating permit program fees; and, air quality control program fees.
b) Coordinate needs assessment and development of additional quality assurance programs for other air quality programs to determine if a formal quality assurance program would be beneficial.
3. Coordinate the Division's efforts related to Internal Controls, Work Plans and Federal Performance Reports. The Division is required to complete internal control reviews, evaluate and complete work plans and to submit federal performance reports to EPA on a periodic basis. The Director is responsible for overseeing the coordination and submission of all necessary forms, workplans, and reports for the Division.
4. Coordinate the Division's Rulemaking Activities. The Division is responsible for completing rulemakings to reduce emissions and to support implementation of key program elements. The Director is responsible for overseeing the coordination of each Division rulemaking from initiation, in accordance with State Administrative Procedures Act requirements, through adoption.
5. Direct development and implementation of the Division's permitting computer system, Air Facility System (AFS) and web postings. This includes day to day operation and interaction with the Office of Information Technology Services for repairs and upgrades to AFS and the Division of Communications, Education and Engagement for all web postings.
6. Oversee the Division's fiscal matters.
a) Direct and coordinate Division staff's efforts with contract and grant management.
b) Direct and coordinate Division's budget and coordinate with the Department's Division of Management and Budget.
7. Represent the Division and Department in multi-state and inter-agency groups.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
