Job Specifics

Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.

OR

Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 52.6 of the Civil Service Law.

OR

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-13 Trainee 1 and SG-14 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.

NON-COMPETITIVE MINIMUM QUALIFICATIONS

Business Systems Analyst Trainee 1
Candidates must possess a bachelor’s degree or higher.

Business Systems Analyst Trainee 2
Candidates must possess a bachelor’s degree or higher and have one year of professional business analysis experience*

Business Systems Analyst 1
Candidates must possess a bachelor’s degree or higher and have two years of professional business analysis experience*
*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).

Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).

Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

55 B/C QUALIFICATIONS
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.

Candidates must meet the non-competitive minimum qualifications listed above.

Duties Description -Coordinate, facilitate and assist with agency business process improvement initiatives, evaluating both the efficiency and effectiveness of internal and external stakeholder processes.
-Develop process models to support agency functions and develop supporting written narrative procedures, as well as communicate business and system process changes.
-Evaluate performance data to preemptively identify agency business or technical process improvement opportunities.
-Perform and assist in eliciting, describing, and maintaining requirements in comprehensive written documents.
-Participate in implementation functions not limited to test scenario development, test script writing and development/adjustment, system testing, and lead user acceptance testing.
