Job Specifics
Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.
*Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.
Duties Description Reporting to the Director of Community Grants Reinvestment, this Program Analyst 2 will supervise Program Analyst 1 staff, managing the administration of grants issued by the Office of Cannabis Management.
Specific responsibilities for this position include:
• Coordinate with the OGS agency procurement office and internal OCM teams on the Request For Application (RFA) process to develop
• application criteria and processes.
• Perform research and make recommendations on cannabis grant impact performance metrics.
• Identify legislative changes needed for grant management implementation strategies.
• Conduct application reviews, training subordinate staff and others assisting with review to ensure an equitable process.
• Notify selected contractors of potential awards, and assist with the compilation of final contract package for the Office of the State Comptroller (OSC).
• After contract approvals, review claims submitted electronically by awardees for reimbursement and payments to ensure compliance with applicable guidelines and contract terms for each grant program.
• Organize, track, and process documentation and claims for reimbursement submitted by grant awardees in the electronic grants management system, generating reports for OCM management on grant progress.
• Provide oversight and management of all OCM grant programs to ensure programs meet all NYS budgetary and auditing requirements.
• Communicate with grant awardees to resolve questions related to the submission of reports and claims for reimbursement, including obtaining additional supporting documentation as needed, and encouraging submission of claims for reimbursement and proposals, as directed by grant timeline.
• Compiles data from multiple sources and prepares reports for presentation to the unit director, OCM management, and the executive team.
• Support special projects and initiatives for OCM grant programs.
• Perform other related duties as directed by the Director or other OCM leadership.
• Perform supervisory functions, as appropriate.
