Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Auditor 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. To be eligible for transfer, candidates must also possess either:
1. A bachelor's or higher degree in accounting, auditing, or taxation; OR
2. A bachelor's or higher degree including or supplemented by 24 semester credit hours in
accounting, auditing, or taxation courses**.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have at least ONE year of service at the full performance level in the following titles:
A) Auditor 1, Senior Auditor OR
B) Auditor 1 (Abandoned Property), Auditor 1 (Municipal), Senior Abandoned Property Accounts Auditor, Senior Accountant, Senior Examiner Municipal Affairs, State Program Examiner 1 (Fiscal), Auditor 1 (Fiscal Systems)**, Auditor 1 (Insurance Premium)**, Auditor 1 (Tax)**, Data Processing Fiscal Systems Auditor 1**, Financial Analyst 1**, Financial Analyst 1 (Workers' Compensation)**, Financial Services Examiner 1**, Insurance Examiner**, Internal Auditor 1, Management Specialist 1, Senior Health Care Fiscal Analyst**, Senior Internal Auditor**, State Program Examiner 1**, and Tax Auditor 1**.
**These titles will also need to provide proof that they possess at least 24 semester credit hours in accounting, auditing, or taxation courses.
Duties Description The New York State Education Department (NYSED) is seeking candidates for an Auditor 2 position in the Office of Audit Services (OAS). The OAS’ mission is to provide quality audit and related financial services to enhance accountability with the provision of educational, cultural, professional, and vocational services. To achieve this mission, the OAS conducts internal audits of Department programs, functions, and internal controls, and conducts audits of external educational entities such as school districts, BOCES, not-for-profit organizations and other entities located throughout the State. The incumbent of this position will primarily assist in the conduct of internal audits related to NYSED programs, activities, and functions, and will report to an Auditor 3. Duties of this position include, but are not limited to, the following:
• Serve as the Auditor-In-Charge for internal audit engagements and oversee the audit process to ensure compliance with Internal Audit Standards;
• Assist with the annual Certification of Internal Controls over the Payment Process to the Comptroller and the Internal Control Certification to the Division of the Budget;
• Prepare specific audit plans to indicate the scope of the audit, audit objectives, staffing requirements, and estimated time required for the audit;
• Prepare detailed audit programs showing how the audit plan will be accomplished, and assign staff to perform segments of the program;
• Advise the audit team of potential audit risks, techniques, and approaches to be used during the audit;
• Assign staff to specific audit tasks and provide appropriate supervision and training;
• Review audit working papers and reports for accuracy, completeness, and compliance with audit plans and programs;
• Prepare audit reports with findings and recommendations for supervisory review;
• Supervise the submission of requisite financial documents to the NYSED Application Business Portal; provide training to OAS staff, and student interns to conduct appropriate reviews, and provide relevant technical assistance to the field;
• Monitor and evaluate the work performance of an Auditor 1/Auditor Trainee 1/2 and prepare annual evaluations;
• Review management decision letters prepared in response to applicable Single Audit/Program-Specific Audit findings; and
• Perform other duties as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, or temporary provisional appointment. Provisional candidates must have taken the examination for Auditor 2 when it was offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of transcripts/degree will be required at the time of interview for all candidates. This position will require up to 10% of in-state travel.
This position leads to a maximum salary of $106,454 based on annual performance advances.
