Minimum Qualifications MINIMUM QUALIFICATIONS:

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Associate Director Human Resources 2 title,
if you have less than one year, you must be reachable on the current eligible list for this location if one exists.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have either one year or more of permanent, contingent-permanent or 55 b/c service as an Associate Director Human Resources 1, SG M-1 or Human Resources Specialist 2, SG 23. If three or fewer qualified Department of Labor employees in an Associate Director Human Resources 1, M-1 or Human Resources Specialist 2, SG 23 respond to this posting, Civil Service may approve the permanent appointment of one of these qualified candidates without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

70.1 TRANSFER QUALIFICIATIONS:
One year of permanent, contingent-permanent, or 55b/c service as an Associate Transportation Analyst, SG 27.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent or 55 b/c service in a title equated to a M-1/25 or above and designated administrative under Section 52.6 of the Civil Service Law may be eligible for transfer.

Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

PROVISIONAL QUALIFICATIONS:
One year or more of permanent, contingent-permanent or 55 b/c service as an Associate Director Human Resources, SG M-1 or Human Resources Specialist 2, SG 23.

Duties Description STANDARD DUTIES:

Reporting to the Director of Personnel, the Associate Director Human Resources 2 (Assistant Director) manages the staff activities and operations of the Personnel Bureau within the Department of Labor’s Division of Administrative Services. The Assistant Director will lead staff in the delivery of personnel services for all Department of Labor programs and staff stationed at 90 office locations statewide. Specific duties include, but are not limited to:
• Oversees all day-to-day operations of Recruitment, Exam Planning, Classification, Leaves, Employee Services, Onboarding, and Offboarding.
• Reviews the utilization of staff and positions throughout the Department to ensure the appropriateness of duties and assignments.
• Conducts meetings and conferences with Civil Service Classification, Staffing and Testing Services managers and staff to facilitate the exchange of information on organizational proposals and/or issues of mutual interest. Advocates on behalf of agency requests and provides information to Civil Service on changes in law, policy or programs that impact agency operations and classification, examination, recruitment or staffing needs.
• Collaborates with Division heads to find solutions on complicated HR matters relating to staffing, appropriate titles, salaries, job requirements and leaves/benefits.
• Acts on behalf of the Director of Personnel in their absence.
• Assists in the development and delivery of appropriate Personnel training programs.
• Assist in transforming the work of Personnel and utilizing new technology to achieve agency wide goals, streamlining procedures and agency wide reporting needs.
• Focus on exceptional customer service of the Personnel office and ensure development opportunities are presented to staff.
• Supervises and provides oversight of staff development; and ensures that all activities are consistent with the laws, rules, regulations and policies of the Department of Civil Service, the Office of Employee Relations, and the negotiated agreements between employee unions and the State.
• Assist in the formulation, recommendation, and maintenance of Personnel policies, guidance, and procedures.
• Reviews Employee Health Services Section 72/72.5 requests.
• Will Coordinate with Local Law Enforcement when handling no call/no show situations.
• Will attend statewide Labor Management meetings and speak to human resources matters.
• Effectively collaborate with staff from program areas including the Employee Relations Office, Office of Diversity, Equity, Inclusion and Access, Counsel’s Office, Department of Civil Service, Business Services Center, Governor’s Appointments Office and Division of Budget to resolve difficult and complex employee issues.
• Oversee all Budget Director Approval (BDA) requests; work closely with Executive Staff to assure that all appointments are processed accordingly and review all items for eligibility to make an appointment pursuant to Governor’s Appointment Office and Division of Budget guidelines.
• Ensure all Personnel staff are timely with completing performance evaluations, mandatory training, LATS records and SFS requests.
• Ensures that responses to requests for information from the Commission on Ethics and Lobbying in Government (COELIG) have been met.
• Responds to FOIL and audit requests.
• Work on special projects as needed.

Additional Comments Appointment will be contingent-permanent if appointed under 52.7 Non-Competitive Promotion or 70.1/52.6 Transfer qualifications; otherwise the appointment will be provisional status.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments that may include overnight travel.
