Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to the Accountant Aide Trainee 1, SG-09, you must have:
• Six credit hours in accounting, auditing, or taxation courses AND either one year of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

For appointment to the Accountant Aide Trainee 2, SG-11, you must have:
• Nine credit hours in accounting, auditing, or taxation courses AND either 18 months of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

For appointment to the Accountant Aide, SG-13, you must have:
• Twelve semester credit hours of accounting, auditing, or taxation courses AND either two years of gathering, preparing, and updating financial data, financial reports, and records; or reconciling data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 the Civil Service Law.

For 70.1 or 70.4 transfer to an Accountant Aide, salary grade (SG)-13, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-11 or above. SG-09 or above for a Trainee 2, SG-07 or above for a Trainee 1, depending on qualifications.

Additional Requirements:
You must have six credit hours in accounting, auditing, or taxation courses AND either:
• One year of experience gathering, preparing and updating financial data, financial reports, and records; OR
• One year of reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; OR
• One year of assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements, and completion of a two-year traineeship.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 13 position.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Collect, Tabulate, Analyze and Maintain inventories of security accounts held at transfer agents, mutual funds, and broker/dealers.
• Obtain statements from OUFs custodian for securities accounts by accessing online account information, downloading, and saving the statements in both Microsoft Excel and Adobe Reader
• Maintain an inventory control system of accounts that hold securities.
• Make calculations to determine the relationship between the ending balance of one statement and the beginning balance of the next.
• Analyze statements for activity, including incoming transfers, dividend reinvestments, reorganizations and/or mandatory redemptions and based on the type of activity, the proper notation and/or calculation must be made on the statement and the tabular inventory file.
• Prepare statements for imaging and indexing. Account information such as fund name, fund number, account number and date range need to be identified.

Communication and Correspondence
• Preparing correspondence to authorize the transfer assets from various brokerage and transfer agent.
• Assist in the preparation, review, evaluation, and analysis of an array of reports and documents to complete various segments of the audit.
• Download and distribute statement reports to senior auditors.
• Compile and prepare monthly bank reconciliation and distribute to senior auditors.
• Compile and prepare OUF’s monthly journal entry and distribute to auditor in charge.
• Create and compile a database of miscellaneous checks received in OUF account and distribute to senior auditors for potential audit findings.
• Maintain and update tracking database and communicate new or overdue response items to senior auditors.
• Manage project timeliness and deadlines and communicate results with the audit team.
• Collect data of securities sold, summarize the data in tabular formats and distribute to senior auditors.
• Tabulate the unit’s invoices for procured resources and submit to the auditor in charge for review and approval. Review invoice documentation for change in contract terms and conditions and inform senior auditors, auditors in charge and principal auditor.
• Perform data gathering and distribute to senior auditors.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
