Minimum Qualifications The selected candidate must be eligible for transfer under Civil Service Law or reachable on
the appropriate eligible list for this title and location in accordance with the provisions
of Civil Service Law, Rules and Regulations.
Please note: A keyboarding performance test may be required prior before appointment.

Provisional Appointment: In the event that an eligible list for this title does not exist, or has less than three acceptors, a current NYS employee with one year of permanent service in the following title, may be appointed on a provisional basis: Administrative Assistant 1 (Various Language Parenthetics).
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
Duties Description Under the general direction of a Human Resources Specialist 1, the incumbent will perform the following duties in support of the Payroll Unit functions within the Office of Human Resources Management:
• Review and interpret control agency guidance and instructions; develop internal procedures to implement control agency directives; and advise staff and agency employees verbally and in writing.
• Maintain efficient workflow within the Payroll Unit to help ensure timely processing of transactions.
• Receive and respond to written and oral communications from the Office of the State Comptroller, the Division of the Budget, the Governor's Office of Employee Relations, and the Department of Civil Service with regards to unit operational issues.
• Review transactions to determine appropriateness and accuracy of information; and independently resolve any discrepancies with appropriate parties prior to transaction submission.
• Reconcile employee information in unit systems.
• Answers telephone and group email boxes and provides information to employees.
• Tracks and coordinates assignments to ensure deadlines are meet.
• Creates, maintains, and enters information into spreadsheets and databases and unit systems.
• Completes forms in accordance with agency procedures.
• Assist in determining appropriate salary, payments, and accruals for employees.
