No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:

Non-Competitive Qualifications for appointment under NY HELPS Program:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c
program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
70.1 Transfer:
For 70.1 transfer to a Program Aide, SG-13, you must have one year of permanent competitive service in an approved title allocated to SG-11 or above.

Non-Competitive Promotion (NCP) Qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have at
least one year of permanent competitive or 55-b/55-c service in a clerical, keyboarding or paraprofessional qualifying title. If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Duties Description Bureau Security Coordinator
• Communicate problem incident reports due to software errors with the Performance Optimization Support Team as they relate to the new software being implemented and updated by the Redesign Bureau.
• Test software updates to verify and ensure completion based on submitted change request and maintain a detailed database to track requests.
• Utilizes the Support Services Workflow application in Lotus Notes to coordinate computer security, software installation and hardware needs of new hires and existing staff with various ITS/CIO teams.
• Processes staff requests for reset passwords and management requests for staff reactivations in MEBEL, Payserv, and Image Viewer.
• Submits registration forms to the Department of Motor Vehicles’ (DMV) Data Services Center to request approval for bureau staff to access their database for the purpose of researching member addresses. Also forwards DMV deletion notices when staff no longer require this access.
• E-mails the appropriate Division contact to request authority for bureau staff to access the Accurint database; provides written justification for the necessity of use.
• Processes the Annual MEBEL Security Review for PIB staff. MEBEL authority reports for each staff member to the appropriate Assistant Director for re-assessment and subsequently processes any noted changes or deletions using the Support Services Workflow application.
• Service as point-of-contact for CIO
Program Support
• Act as bureau liaison with other Retirement Services units, employers and members via written and verbal communication.
• Work with Auditor 3 or designee on staffing for the Compliance Audit Unit.
• Assist in position classification activities by compiling data or drafting documents such as duties, Justifications, and other related materials.
• Assist the Compliance Audit Unit in tracking, preparing and reviewing performance and probation plans.
• Oversee group/unit/bureau business mailboxes, ensuring a timeliness response to customer inquiries.
• Develop, maintain and update operational procedures in accordance with jurisdictional policies and procedures.
• Document procedures and analytical methods; prepare tables, charts and reports.
Analytical Research
• Compile background information and documentation supporting Compliance Audit Unit results (e.g., portal screen shots, security logs, membership applications, etc.)
Bureau Personnel Liaison
• Under the direct supervision of the Auditor (3), coordinate all aspects of the hiring process for the Compliance Audit Unit.
• Prepare duties, postings and organizational charts to fill positions in the Compliance Audit Unit.
• Assist in position classification activities by compiling data or drafting documents such as duties, Justifications, and other related materials.
• Assist the Compliance Audit Unit in tracking performance and probation plans.
Information/Data Management
• Ensure the Compliance Audit Unit complies with PPI guidelines established by the Comptroller and any future changes to those guidelines.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
