Job Specifics

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Business Systems Analyst 3 and be eligible for lateral transfer; OR be eligible to transfer via 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Duties Description The Business Systems Analyst 3 will oversee the collaboration of hospital-based clinical and administrative staff to understand their needs and requirements for all phases of the Electronic Health Record system implementation, including but not limited to readiness assessment, implementation preparation coordination, system configuration, user on boarding, training, roll out, and post-implementation support.
Specific duties include, but are not limited to, the following:
• Lead a team of subordinate staff focused on key aspects of business solution development, design, implementation and support.
• Utilize expertise in informatics, social work, nursing, psychology, sociology, medical management and operations, statistical and data analysis, research sciences, medical billing, and record management, SLDC and systems management, project management, business analysis, and EHR operations and implementation to provide valuable insights and guidance throughout the project.
• Oversee the conduction of thorough research and analysis to identify potential challenges and risks associated with the EHR implementation and develop strategies to mitigate them.
• Lead the development and refinement of training materials and programs for end users, ensuring that they are comprehensive, user-friendly, and aligned with project goals.
• Ensure the provision end user support by addressing questions, concerns, and issues related to the EHR system, troubleshooting problems, and offering guidance on system usage.
• Collaborate with the project team to refine the EHR system based on user feedback and identified areas for improvement, ensuring that it meets the needs of hospital-based clinical and administrative staff.
• Coordinate and facilitate meetings, workshops, and training sessions to ensure effective communication and knowledge sharing among project team members and stakeholders.
• Monitor project progress, track milestones, and report on key performance indicators to project leadership, identifying any deviations from the project plan and proposing corrective actions.
• Collaborate with technical teams to ensure smooth integration of the EHR system with existing healthcare systems and infrastructure.
• Stay updated on industry trends, best practices, and regulatory requirements related to EHR implementation, and apply this knowledge to enhance the project's success.
• Collaborate with the project management office to ensure adherence to project management methodologies and standards.
• Contribute to the development and maintenance of project documentation, including project plans, status reports, and user manuals.
• Foster positive relationships with hospital-based clinical and administrative staff to ensure their engagement and support throughout the implementation process.
• Participate in quality assurance activities, including testing and validation of the EHR system, to ensure its accuracy, reliability, and compliance with industry standards.
• Continuously evaluate the effectiveness of the EHR system and implementation strategies, identifying areas for improvement and proposing innovative solutions.

This position will require travel to OMH facility sites statewide.
