Minimum Qualifications Permanent Qualification: Candidates must currently be an Associate Administrative Analyst, SG-23 OR be reachable for appointment from the current Associate Administrative eligible list #38-512010.
OR

Transfer Qualification: Must have current or prior permanent service as New York State employee eligible for transfer under Section 52.6 of the Civil Service Law. Duties Description Under the general direction of the Lottery Chief Accountant, the incumbent will be responsible for the oversight of the processing and payment of prize claims for New York Lottery games including subscriptions and promotional prizes. The incumbent oversees the New York Lottery’s Prize Payment Unit, the Subscriptions program, the Customer Service Center operating at the Commission’s headquarters and provides prize claim direction to the Lottery’s Regional Customer Service Centers and Prize Claim Centers located at Video Lottery Facilities/Casinos.
Duties include but are not limited to the following:
• Provide management and oversight of the Lottery centralized Prize Claims and Subscriptions Unit;
• Ensure Lottery Regional Customer Service Centers and authorized Prize Claim Centers at VLT/Casino locations comply with claims processing requirements and procedures;
• Communicate standards and expectations to regional Customer Service Centers and Prize Claim Centers (VLT/Casino);
• Monitor workloads, performance and customer feedback to improve operations and prize claim processes;
• Ensure staff is adequately trained in knowledge areas and coverage is maintained throughout service times;
• Comply with record retention policies, including retention of records with personally identifiable information, and establish digital solutions for records retention and tracking;
• Establish and document structured processes and procedures for accurate claims processing with consideration of internal controls;
• Identify potential weaknesses in processes and procedures and establish controls;
• Manage annuity program and ensure timely and accurate payments;
• Set expectations for quality and service levels of customer contacts;
• Facilitate resolution of problem ticket claims and claims that require Integrity and Investigation intervention;
• Manage digital claims appointment scheduler;
• Ensure staff is fully informed of lottery games and promotions;
• Work closely with Lottery Marketing & Sales, Operations, Integrity and Investigations and Lottery Finance to improve communication and optimize systems and work processes;
• Collaborate with Lottery Operations to leverage technology solutions to support changing consumer expectations;
• Liaison with winners for the timely payment of prizes and answer questions;
• Comply with laws, rules, regulations, contracts and internal controls;
• Oversee / complete special projects as assigned.
