Minimum Qualifications Non-Competitive Appointment:
Candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Transfer:
Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, G-23, position in the Division of State Operated Children’s and Adult Services. The Division of State Operations has a diverse portfolio with the primary goal of ensuring that individuals in any state operated program are receiving the supports, skills and knowledge to help them lead their best life.

The Sustained Engagement Support (SES) Team is a NYS OMH initiative to increase engagement among individuals who have received State-Operated outpatient services. The SES Team works to facilitate the reengagement of individuals who were unsuccessfully discharged from adult State-operated outpatient clinics and Assertive Community Treatment (ACT) teams through telephonic outreach efforts and collaboration with Article 28/31 hospitals, care coordination programs, and criminal justice systems. The team also works closely with adult State-operated outpatient programs to promote an increased focus on engagement and recovery-oriented care. The incumbent will work with a team to achieve the goal of reducing disengagement among adult State-operated outpatient programs.

Specific duties of the positions include, but are not limited to the following:

• Provide oversight of Transition to Home Unit (THU) program, to ensure that staff are meeting quality standards and adhering to established monitoring protocols.
• Provide direct supervision for the THU Grade 18 Outreach Specialist.
• Provide administrative supervision to staff in Sustained Engagement Support (SES) and in Transition to Home Unit (THU) programs, utilizing Mental Health Automated Record System (MHARS), REDCap, Excel, and other systems to ensure that staff are meeting quality standards and adhering to established outreach protocols.
• Utilize THU and SES monitoring and outreach data to identify trends and opportunities for improvement, including areas related to program enhancements.
• Utilize MHARS and State Facility Enterprise Reporting (SFER) to review and analyze outpatient unsuccessful discharge data and provide feedback to outpatient clinics on findings or trends.
• Conduct quality assurance activities for SES and for THU to ensure adherence to all related protocols and to provide outpatient programs with feedback to support engagement.
• Manage data from multiple sources, including Psychiatric Clinical Knowledge Enhancement System (PSYCKES) and SFER, to monitor engagement, and generate reports related to outpatient referrals, admissions and discharges, and utilization of services.
• Act as a point person for matters related to Regional Health Information Organization (RHIO)/ Qualified Entity (QE) and assist in the continued development of technological resources to support outreach and engagement efforts.
