Job Specifics
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Duties Description The Bureau of Clearance and Records (BCR) conducts child abuse and maltreatment background checks on prospective foster and adoptive parents, childcare providers, residential care staff, and various other public and private employees who have contact with children. Eligible employees cannot begin employment without the BCR completing the clearance process. Thousands of New York State residents submit their clearance information each day and hiring agencies wait for results.
• Supervise a team of Office Assistance 1s engaged in the work required to support Database Clearance Requests,
• Oversee processing of incoming and outgoing mail,
• Manage the data entry process,
• Supervise a team of Office Assistant 2s processing Database Clearance Requests,
• Respond to questions and provide technical assistance to stakeholders concerning policies and procedures,
• Create work schedules and daily assignments,
• Coordinate various hiring activities for the BCR, including scheduling and conducting interviews, completing hiring packets, etc.,
• Provide training and support to BCR staff,
• Gather, compile, and prepare data from manual or automated files and other sources for various reports, records, etc.,
• Maintain manual and automated records,
• Follow up on projects and tasks assigned internally and will coordinate the information flow by acting as liaison among key executive staff, other employees, and the public,
• Provide administrative support activities to help accomplish the work within the organization. Organize the functional operations, answer calls, and implement policies and procedures within the Unit to ensure efficient workflow.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
