For appointment to a Utility Analyst Trainee 1 (Telecommunications), you must have a bachelor’s or higher degree.

For appointment to a Utility Analyst Trainee 2 (Telecommunications), you must have a bachelor’s degree AND one year of professional experience dealing with telecommunications (telephone, internet, or video) in one of the following areas: telecommunications policy analysis or review; review of federal and state telecommunications rulemakings; review of telecommunications service quality performance, network reliability, or financing; review of telecommunications systems & services; OR review or performance of telecommunications customer service in a professional or problem-solving capacity.

For appointment to a Utility Analyst 1 (Telecommunications), Grade 18, you must have a bachelor’s or higher degree AND two years of professional experience as stated above.

Substitution: A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

Transfer:
Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Analyst 1 (Telecommunications), Grade 18; OR current New York State employee with one year or more of permanent, competitive, or 55-b/c service in a qualifying title and eligible for transfer** under section 70.1 or 70.4 of the Civil Service Law.

Duties Description The Utility Analyst 1 (Telecommunications) will work in the Office of Telecommunications and be involved in entry level tasks related to all aspects of telecommunications regulation. The Utility Analyst 1 (Telecommunications) will perform duties that include, but are not limited to:
• Processing tariff filings and routine petitions for transfers of assets.
• Inputting and analyzing data related to telecommunications carrier databases.
• Monitoring service quality.
• Analyzing customer service standards, financial metrics, and broadband deployment.

In addition, the incumbent will rotate through various concentrations in the Office of Telecommunications in order to obtain a comprehensive understanding of telecommunications regulations in New York State

*** This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
