Duties Description These positions are in the Division of Environmental Remediation (DER) Central Office within the Bureau of Technical Support, Site Control Section and Remedial Bureau D (Special Projects) Training and Technical Support Section. The incumbents will provide administrative and technical support for DER programs such as State Superfund, Emergency Response, Brownfield Cleanup, and Environmental Restoration. The candidates will be responsible for administering, overseeing, coordinating, and completing project activities which support the Division’s response to the portfolio of projects in DER’s multiple and complex remedial programs. Duties may be related to overseeing multi-program application review and processing. The incumbents will assist in developing and conducting training and outreach to external stakeholders in DER’s programs, as needed. They will also assist the Section Chief in charge of supervising the section as needed. The candidate must be able to work with all levels of DEC program staff and management, OGC attorneys, ITS staff, outside consultants and attorneys, staff from other State agencies, and the public.

Candidates will perform work that is time critical in nature, and accuracy is essential. The preferred candidates will possess strong written and verbal communication skills, accuracy in data management, and familiarity with DER’s regulations, policies, databases and tracking systems (e.g. EQUIS and the Unified Information System), and remedial programs. Overnight travel to DEC Regional Offices may be requested.

Some specific duties of each position are listed below.

Division of Technical Support Site Control Section:

The candidate will support the entire Division in the management of the UIS database and administrative processes and procedures to progress projects through DER’s various remedial programs.

• Provide Project Management (PM) support, develop/update guidance, PM tools and training for Division programs initiatives related to the Section’s roles and support for all remedial programs to demonstrate compliance statutory certification requirements. This requires ability to run database system reports, assess report quality, and provide feedback to PMs and DER management.
• Train and supervise new staff added to the section.
• Maintain the spatial data for all remedial sites.
• Perform detailed comprehensive BCP application reviews in accordance with the procedures and timeframes specified in regulation and guidance.
• Work with the regulated community (e.g., outside consultants, attorneys), providing guidance and training as needed regarding BCP applications and processes throughout the project lifecycle.
• Administer, guide and assist DER staff in maintaining remedial project information in the master site database (Unified Information System). Many of the database field are exclusive to the Site Control Section.
• Finalize and track the classification and reclassification packages and BCP significant threat packages in accordance with Division procedures and performing associated notifications required under 6NYCRR Part 375-2.6.
• Initiate new site creation for all sites in DER’s various hazardous waste remedial programs.

Remedial Bureau D (Special Projects) Training and Technical Support Section
The candidate will support the entire Division of Environmental Remediation (DER) in the management of the EQuIS database under license from EarthSoft Inc.

• Serve as the Division’s Environmental Management Information System (EIMS) coordinator which involves improving and maintaining the EIMS for the benefit of the Division.
• Supervise and direct the Work Assignment with consultants (three staff) that provide services for EQuIS development and data management.
• Provide training to DER staff on the use and functionalities of the EQuIS database.
• Update and develop EQUIS guidance for both DER staff and EQuIS data providers.
• Create and maintain EQuIS accounts for DER staff and provide timely and comprehensive support to EQuIS users.
• Conduct detailed queries of EQuIS data for the benefit of DER staff.
• Collaborate with DER staff, consultants, and staff from other Divisions to improve and increase the use of EQuIS by DEC staff.
• Develop methods to map EQuIS data in Geospatial Information Systems.
• Conduct EQuIS coordination meetings with UPEPA and EarthSoft.
• Monitor, maintain, and improve the quality and accuracy of EQuIS data and reports.
• Work closely with ITS staff to trouble-shoot database issues.
• Coordinate EQuIS Bureau Coordinators meetings with advanced EQuIS users in DER.
• Work with EarthSoft to update the EQuIS database as appropriate.
• Serve as Bureau FOIL coordinator.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
