Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Duties Description The incumbent will be assigned to the Hazardous Waste Compliance and Technical Support Section within the Bureau of Hazardous Waste and Radiation Management. The duties of this position require a comprehensive knowledge of hazardous waste regulations and an ability to work successfully within the existing Section structure providing technical support across multiple NYSDEC Divisions as well as the regulated community. Specific duties will include:
1. Regulation Development: Developing rulemaking documents for current rulemaking with project team. Acting as project lead for Fed Reg 6 rulemaking. Gathering background information and coordinating with other Department employees to develop revisions to the regulations.
2. Hazardous Waste Program Technical Support: Providing technical support on the application of hazardous waste program regulations to Department staff, other State agencies, and the regulated community.
3. Used Oil Technical Support: Assisting DEC staff in evaluating permits, technical documentation, and enforcement issues for used oil facilities. Responding to used oil inquiries from the public and regulated community.
4. Guidance Development: Developing guidance documents for hazardous waste program. Evaluating and revising used oil regulations and inspection checklists. Coordinating with other Department employees to develop guidance.
5. Outreach and Webpages: Overseeing the management of hazardous waste program webpages and facilitate updates. Working with Section staff to coordinate and plan public outreach on regulatory changes.
6. Acting as secondary eSmart system administrator as needed. Working with existing staff to support planning for system updates.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
