Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Master's degree AND either:
1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR
2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.
PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

PREFERRED QUALIFICATIONS:
Special consideration will be given to applicants with an understanding of Adult Learning Theory and experience covering one or more of the following:
• experience as an instructional coach; AND/OR
• experience as a teacher leader in a K-12 setting; AND/OR
• sustained success as a classroom teacher; National Board-Certified Teachers are strongly encouraged to apply.
Duties Description The New York State Education Department’s (NYSED) Office of P12 Education Policy is seeking candidates for an Associate in Education Improvement Services position on the Field Support Team in the Office of Accountability (OA). Duties for this position include, but are not limited to, the following:
• Coach new and experienced Instructional Coaches in high needs schools
Those with Instructional Coaching experience are strongly encouraged to apply.
In addition, the identified candidate will be expected to:
• Support school and district leaders with improvement planning;
• Prepare and facilitate professional development (PD) activities related to sustainable school improvement practices for individual and groups of school and district staff;
• Participate, as appropriate, in review of grant applications; and
• Complete special assignments as directed.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require over 50% overnight Statewide travel.
This position leads to a maximum salary of $121,360 based on annual performance advances.
Based on this position’s location, in addition to the listed base salary, this position also receives a $3,400 Downstate Adjustment.
