Job Specifics
Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 1, G-18.
Transfer: Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 1, G-18.
NY HELPS: Six years of experience developing public or private health related policy; analyzing AND interpreting public or private health related policy to assist consumers; determining or reviewing financial eligibility for healthcare or consumer-assisted programs to ensure individuals meet eligibility criteria specified in State and/or federal laws, rules, and regulations; establishing mechanisms for the reimbursement and financing of health care services, including rate-setting, development of capitation reimbursement methodologies, and development of fee schedules; performing utilization review of requests for medical treatment including prior approval or authorization activities, adjudication of claims for payment and/or provider credentialing; AND/OR conducting independent examinations of health care facilities or program integrity reviews of health care programs to ensure compliance with laws, rules, and regulations. Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus

Duties Description The Medical Assistance Specialist 1 (MAS 1) will work within the Division of Eligibility and Marketplace Integration’s (DEMI) Bureau of Long-Term Care/SSI-Related Populations. Duties may include, but not be limited to, the following:
• Assist in the development, interpretation and implementation of Medicaid eligibility policy for the Bureau’s areas of responsibility, which include Medicaid eligibility policy related to SSI-related budgeting and the Aged, Blind and Disabled populations, such as individuals requiring long term care services, community-based long-term care, waiver services, the working disabled and individuals with excess income (Spenddown program).
• Assist in development and implementation of various projects, including planning for the end of the COVID-19 emergency period and implementing associated policy and system changes; implementation of a lookback for coverage of community-based long term care services; transition of the non-MAGI population to the new eligibility system and development of related business rules; support related to the dual integration project; support for initiatives related to the transition of Medicaid eligibility of managed long term care enrollees in nursing homes and other managed care enrollees in collaboration with other OHIP program areas; and referrals of NYSOH Medicaid enrollees to local social services districts, such as those in need of long term care services or Medicare-eligible individuals.
• Assist in development and implementation of policy communications (Administrative Directives, General Information System messages, Local Commissioner Memorandums and Medicaid Updates), State Plan amendments and waiver amendments related to the Aged, Blind and Disabled Medicaid eligibility and SSI-related budgeting policy areas and populations.
• Review and analyze federal and state legislation and federal policy directives, ensuring eligibility policy decisions and guidance are consistent with federal and state requirements for Medicaid.
• Provide guidance to local departments of social services, Department of Health staff, training, fair hearing, and customer service personnel on Medicaid policy areas to ensure consistent application and interpretation of policy.
• Respond to inter- and intra-agency, organization, and private citizen inquiries.
• Develop and maintain a broad understanding and competency in navigating various Medicaid program systems and subsystems, including the Welfare Management System (WMS), Client Notice System (CNS), Computer Output to Laser Disk (COLD), Imaging/Electronic Document Repository (I/EDR), New York State of Health (NYSOH) and related subsystems, and eMedNY.
• Provide supervision, training and guidance to subordinate unit staff as applicable.
