Transfer Qualifications:
Under Section 70.1 of the Civil Service Law: One year of permanent, competitive service in a title designated as appropriate for transfer. Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept a permanent appointment in this geographic location, the Department may nominate a qualified person for a provisional appointment under Section 65 of the Civil Service Law.
Provisional Appointment Qualifications: You must be a qualified employee of New York State and have had three months of permanent competitive or 55-b/55-c service as follows: Examination Composition Assistant, Keyboard Specialist 2, Keyboard Specialist 2 (Spanish Language), Keyboard Specialist 3, Law Department Document Specialist, Office Assistant 2 Keyboarding, Office Assistant 2 Keyboarding (Spanish Language), Administrative Assistant 1, Administrative Assistant 1 (Spanish Language), or Senior Data Entry Machine Operator.
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and must be eligible for immediate appointment from the resulting eligible list. Candidates who cannot be appointed from the resulting eligible list cannot be retained.
KEYBOARDING EXAM QUALIFICATIONS: Candidates who have not previously served in a keyboarding title will be required to pass the keyboarding exam prior to appointment. A passing score is the ability to demonstrate a speed of 30 words per minute with at least 96% accuracy within 5 minutes.
Preferred experience: Knowledge and understanding of NYS Labor Law (Taylor Law); experience rendering direct administrative assistance to lawyers, courts, and administrative law judges; the ability to run reports from a variety of database systems. Excellent judgement skills and the ability to handle sensitive matters with confidentiality.
Duties Description BASIC FUNCTION: Under the general direction of the Director, the incumbent will perform a full range of administrative duties within the Division of Public Employment Practices and Representation including, but not limited to:
WORK PERFORMED:
• Works independently to provide administrative support to the Office of Public Representation. This includes, but is not limited to, answers phone, greets visitors, operates office equipment, maintains office scheduling, coordinates meetings, research information, contributes to committee work, creates conference material.
• Works closely with division staff to process incoming Representation matters.
• Handles time-sensitive tasks in an efficient and timely manner.
• Reviews work done by others to check for proper spelling, grammar, formatting and recommends revisions when necessary.
• Performs a preliminary examination of case filings and enters cases into a database or case management system.
• Alerts manager to basic procedural deficiencies.
• Participates and contributes to committee work.
• Prepares, proofreads, and disseminates deficiency notices and decisions.
• Screens incoming phone calls, explains deficiencies and successfully resolves issues.
• Acts as a professional liaison with clientele in all matters related to the Division.
• Develops the ability to train staff members in the administrative procedures of the Division.
• Opens, reads, routes, and distributes incoming mail or other materials.
• Coordinates travel arrangements for division staff and prepares travel reimbursements and reconciliations via the Statewide Financial System (SFS)
• Establishes and maintains effective working relationships with staff at all levels within the organization.
• Other administrative duties as assigned.
