Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
Current New York State Division of Human Rights employee with one year or more permanent, contingent-permanent or 55b/c service as a Public Information Specialist 1 and are interested in reassignment; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-16 or above and eligible for transfer under section 70.1 of the Civil Service Law.
Non-Competitive Minimum Qualifications: Six years* of experience in public or governmental relations, and/or in writing or producing content for various media.
*Substitution: A associate's degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing may substitute for two years of the required professional experience. A bachelor's degree in one of the same fields may substitute for four years of experience. A master's degree in one of the same fields may substitute for five years of experience. A doctorate in one of the same fields may substitute for six years of experience.
Preferred Qualifications:
• Experience working with local and national media outlets.
• Strong organizational skills and the ability to prioritize a busy workload to meet tight deadlines.
• Proven attention to detail, while retaining the ability to see the bigger picture.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
• Exceptional customer service skills.
• Proven work experience developing and delivering informative, well-written messaging.
• Strong written and verbal communication skills. Candidates will be required to submit at least three writing samples that showcase their skills at the time of interview. (News release, digital video scripts, social media creatives, etc.)
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description Duties of this position include, but are not limited to, the following:
• Write, edit, review, and distribute informational materials such as press releases, briefings, brochures, newsletters, event invitations, and other publications.
• Maintain Division of Human Rights agency website content and actively manage and respond to inquiries received through various social media channels.
• Design graphic content for social media posts, e-blasts, event invitations, and other communications and marketing materials.
• Capture and analyze social and digital media metrics and assists in addressing issues.
• Participate and in various activities related to or in support of the Division’s public information program.
• Arrange for press conferences, seminars, public hearings, and other informational gatherings by securing speakers, creating an agenda, preparing invitation lists, administering physical arrangements, preparing publicity materials, and supplying the media with information.
• Assist Division management in planning, executing, and evaluating the public information program.
• Propose public information policies for the agency, or changes in policies, on
such matters as handling inquiries from the news media and releasing material
under Freedom of Information legislation.
