Minimum Qualifications Reassignment - Currently in the title and an employee of DEC,

or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis,

or Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;

or Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT

or Eligible for transfer under Section 70.1: Permanent competitive service as a: Senior Administrative Analyst, Program Aide, Senior Librarian, Secretary 2. Also any language parenthetic for the above titles. Additional titles which qualify can be found on the Department of Civil Service website, search ”GOT-IT.”

Duties Description The Senior Administrative Analyst will analyze and review the current effectiveness of procedures, operations, and performance for Region 4. This role will provide technical assistance to Program Managers and implement new or revised Administrative processes as well as review and update policies, manuals, internal controls, and records management procedures. Incumbent will also lead the review of Regional cost centers, expenditure reports, and assist in other fiscal matters. The Administrative Analyst will review work problems, organizational flow, inventory flow, and cost analysis, as well as lend support in the review and compliance of Health and Safety topics, property management, office space issues, and other Regional compliance matters. Other duties may include assisting with Regional budgets and spending plans, FMIS and SFS transactions, HRIS transactions, all aspects of the hiring process, the Regional Green Thumb employee program, employee evaluation tracking and other Regional Administrative duties as needed.

The Senior Administrative Analyst will also work on Regional Operations spending plans, analyze funding allocations and available item numbers. They would be responsible for overseeing the payroll and cost splitting using LATS and TDS. Analyzing data and overuse issues within the Region and working with the management team on policy changes. Working as part of the Operations management team coordinating the annual workplans and distributing to staff. Updating the Regional overtime rosters and emergency deployment list. Compile data request from EMU regarding Federal emergencies and any FEMA paperwork with program managers. Maintain business continuity within the Operations Unit providing administration support. Operations maintains the largest staff and is responsible for the hiring and payroll of the largest seasonal workforce in the Region. Operations has the responsibility for millions of dollars of payroll and non-personal service funding. This position will be responsible for developing spreadsheets to track all allocations and expenditures and participate in all audits of such allocations. Travel may be required between Regional offices periodically for Administrative or other Regional projects.
