Job Specifics
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent service as a Program Aide, Grade 13, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 13 level.
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Program Aide, G-13 in the Office of Financial Management, Community Budget and Financial Management (CBFM) Group, Contract and Claims Unit. This position performs mission critical, revenue generating and health and safety activities and ensures timely review and processing of more than 500 direct contracts funded by OMH's Aid to Localities budget including Federal Housing and Urban Development (HUD) contracts for grants supporting residential programs.
Duties may include, but are not limited to, the following:
- Supervision of two Office Assistant 2 (SG-9) positions assigned to the contract team.
- Review of contract documents for completeness and accuracy to ensure consistency with all applicable NYS requirements.
- Entering and monitoring contract transactions in OMH's financial management system, Grants Gateway, and SFS.
- Identifying and documenting appropriate OSC (procurement record) and DOB (B1184) prior approval.
- Complete thorough review of Vendor Responsibility Questionnaire, including verification of compliance with NYS Workers' Compensation and NYS Disability Insurance coverage requirement.
- Review of vendor submissions in Document Vault in Grants Gateway to make determination of vendor Pre-Qualification status; Routinely monitor Document Vault for needed modifications to ensure vendors are compliant and in pre-qualified status.
- Tracking the status of contracts and provider budget submissions for compliance with NYS prompt contracting requirements.
- Issuance of notices to providers of outstanding contract documents to ensure that the State is not at risk of interest penalties.
- Preparation of annual Prompt Contracting Report.
- Compilation and submittal of the final contract documents to the Attorney General's Office and OSC for execution.
- Compilation of data for principals in the preparation of federal grant reports and monitoring of contract status against prompt contracting deadlines.
- Compilation of contract documents in response to Freedom of Information Law (FOIL) requests.
