Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.

or

Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4
transfer eligibles and NYHELPS):

a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental
engineering.

If there is a viable promotion examination eligible list (three
acceptors) for this position, candidates who qualify based on
70.4 transfer or under the 55-b/55-c options cannot be
considered.

Candidates who are not eligible for transfer or reinstatement
must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). Duties Description This position is in the Division of Environmental Remediation and is based in the Buffalo office. The position requires that the candidate be a licensed Professional Engineer in New York State. This position includes the performance of duties required to oversee remedial program activities for sites in the Federal Superfund, State Superfund, Resource Conservation and Recovery Act (RCRA), Environmental Restoration Program, and the Brownfield Cleanup Program(BCP). This work may involve oversight of responsible parties implementing remedial programs under Department-issued Orders on Consent or Brownfield Cleanup Agreements, management of State funded remedial programs, and working with EPA on Federal remediation projects.

The position will include review of documents, including investigation work plans and reports, feasibility studies, design documents, permit applications, construction plans and specifications, OM&M reports, final engineering reports, and site management plans, and issuance of comment and/or approval letters for the reviewed documents. Field oversight, negotiation of scopes of work, and participation in meetings with potential responsible parties to ensure conformance with Department regulations, standards, guidance and policies, and professional standards will also be required.

The candidate will interact directly with the public, including interested community groups, and will prepare and deliver presentations about remedial projects both internally and externally. Excellent verbal and written communication skills are required to communicate with the public, regulated parties, emergency response personal, and regional and central office staff.

The position may involve the supervision of assistant engineers, assistant geologists, or environmental program specialists to support the Regional Hazardous Waste Remediation Engineer.

This position requires frequent day travel within the Western New York area and may require occasional overnight travel (1-2 times/year).

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
