Duties Description Position Narrative:
This posting is for an Environmental Program Specialist 2, within the Division of Water’s (DOW), Bureau of Water Permits. The candidate will draft individual State Pollutant Discharge Elimination System (SPDES) Permits and will assist with build-out of the Asset Management Program.
Unique Duties:
Must have valid driver’s license or demonstrate ability to meet the transportation needs of the position. Must be able to work additional hours and travel as needed including overnight (~20%).
Essential Functions:
1. SPDES Permit Writer
Apply knowledge of the Clean Water Act and State Pollutant Discharge Elimination System (SPDES) permit program in developing individual SPDES permits.
• Draft new wastewater discharge permits and periodically review and renew permits for consistency and conformance with regulations, polices, and procedures.
• Review Water Treatment Chemical reports for industrial and municipal wastewater treatment systems and make authorization determinations.
• Conduct water quality evaluations and derive water quality based effluent limitations for SPDES permits.
2. Asset Management
• Assist in updates to the DEC Asset Management Guide for Publicly Owned Treatment Works to include new components.
• Provide outreach and education to Wastewater Treatment Plant Operators on Asset Management.
• Assist in implementation of the State’s Phase 2 Pilot, including the development of AM Continuing Education Training.
• Support build-out of DEC’s Asset Management Program.
3. Establish and maintain effective interpersonal relationships and communicate constructively with Federal, State, and local government agencies, engineering firms, various non-governmental groups, and the public on permitting issues.
4. Assist in development of regulations, policies, and guidance documents as needed.
5. Manage and delegate appropriate work among the subordinate program staff to complete all activities in an efficient manner.
Preferred Additional Qualifications
• Excellent written, oral, and interpersonal communication skills, including experience with technical writing.
• Experience with public speaking and training on technical topics.
• Strong understanding of DEC’s Wastewater Treatment Plant Operator Certification Program, including required operator trainings.
• Candidate must be able to function effectively in large group settings and venues.
• Proficiency working with Microsoft Excel, Word, Outlook and PowerPoint.
• Familiarity with State and Federal Water Quality Standards and protection programs.
