Job Specifics

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, meet the following minimum qualifications and must not have failed the last holding of the promotion examination for the title listed above: Current New York State Office for the Aging employee with one year or more of qualifying permanent service as an Aging Services Program Analyst 2, Long Term Care Advocacy Assistance Specialist 1, Program Research Specialist 1 (HSV), Program Research Specialist 2 (HSV), Aging Services Nutrition Consultant 1, Aging Services Nutrition Consultant 2, or Aging

Duties Description Under the general supervision of the Bureau Supervisor, in conjunction with the Assistant Director, the Aging Services Program Analyst 3 (ASPA3) will perform duties in five major areas: policy development and analysis, including the preparation of written reports and oral presentations on selected aging and long term services and supports (LTSS)-related topics; program development, including all aspects of design and development of new initiatives; program implementation, including oversight, technical assistance and training; grant writing, including all aspects of the development of grants; and research, including data analysis and data management.

The ASPA3 will focus on a variety of programs and populations, including but not limited to NY Connects, Expanded In Home Services for the Elderly Program (EISEP), Elder Abuse Education and Outreach Program (EAEOP), Social Adult Day Services, issues pertaining to LTSS across the age spectrum, provide content support on Alzheimer’s Disease and other cognitive impairments, behavioral health, and substance abuse, and other issues and projects deemed appropriate and necessary. The ASPA3 will work on these issues independently, as part of a team with members across divisions within the agency, with other state agencies, and/or with outside entities. The incumbent will be or become trained in and compliant in the National Incident Management System (NIMS).


• Conduct policy analysis, data analysis, research, and provide training and technical assistance regarding NY Connects, EISEP, EAEOP, Respite, SADS, and serving persons with cognitive impairments, behavioral health, or substance abuse issues.

• Conduct on-site and virtual monitoring of state contracted entities and local programs to verify performance of contract deliverables and compliance with program standards.

• Provide guidance and direction to local program staff, including Area Agencies on Aging (AAA) and state contracted providers.

• Develop, manage, and monitor state contracts.

• Review, conduct analysis and comment on federal and state initiatives and/or legislation related to NYSOFAs priorities to determine impact on older adults, individuals with disabilities, and other populations.

• Prepare and disseminate technical assistance and resources. Identify program/service options and prepare memoranda or reports that present strategies to address the needs of older New Yorkers and other populations.

• Work with NYSOFA staff as well as other state agencies and/or outside organizations to research LTSS and make recommendations to achieve desired goals. Work jointly with other agency divisions and bureaus to ensure full integration of policies and programs.

• Represent NYSOFA and make presentations to diverse audiences, such as the AAAs, community stakeholders, governmental employees, and various other constituencies.

• Analyze, coordinate, and lead special LTSS projects and other initiatives/projects as they arise.

• Develop and write grants.
o Participate in collaborative efforts convened by federal agencies, such as the Centers for Medicare and Medicaid Services (CMS) and the Administration for Community Living (ACL), to support enhancement of programs in the division.
o Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.
o Participate in and complete training related to NYSOFA’s Disaster Preparedness Plan.
o Travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts.
o Perform other tasks, activities, and duties as assigned.

Operational Needs:

• Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment.

• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
