Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title. There are no transfer options to this title.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as Retirement Systems Information Representative 1 (SG-18) OR have had one year of permanent competitive service as a Retirement Systems Information Representative 2 (SG-20).

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties Description • Provides the initial personal contact response, by telephone or in person, to members and retirees seeking information regarding the Retirement System.
o Conducts member/retiree consultations at Systems’ headquarters in Buffalo as necessary.
o Provides Retirement System information to members, pensioners, employers and other associated parties at presentations throughout New York State
o Creates PowerPoint slideshows and booklets containing Retirement System information for viewing and/or distribution to customers.
o Gathers feedback from System members, pensioners and employees regarding System policies and procedures.
• Demonstrates extensive knowledge of the RSSL and other Retirement related law, the Comptroller’s Rules and Regulations, and other Retirement policies and procedures.
o Provides written communications concerning changes in Law, policy, or procedures to staff.
o Ensures the status of pending legislation is communicated to staff often and routinely.
o Represents the Benefit Information Services Bureau at meetings.
o Answers or obtains the answers to complex benefit administration questions.
• Manages and maintains the daily operation of the Buffalo satellite office
o Directly supervises a professional staff consisting of Information Representative 1 and ERSE 2 employees
o Assists staff during interviews as necessary to ensure that members and retirees receive both pertinent information and timely service.
o Assists in the application and distribution of new retirement legislation and the resulting rules and regulations
o Conveys performance expectations to staff to ensure quality service is maintained.
o Periodically reviews performance of staff through observation of interviewing techniques, feedback, and reports detailing the number of consultation visits.
o Discusses problems and suggests corrective measures to staff.
o Assists in the recruitment and development of all staff.
• Designs and directs training for new Information Representative 1’s, as well as institutes ongoing programs for established employees.
o Develops training plans for new hires consistent with their specific job duties and previous experience.
o Participates in the scheduling of new employees for classes designed to develop individual qualities necessary for the Information Representatives and other employees, including inter-personal skills, proper writing techniques, and computer and email knowledge.
o Initiates training programs relevant to daily duties, including comprehension of necessary databases, scheduling of consultation site interviews, e-mail transactions, and website and toll-free service.
o Assesses training and development needs of established employees by observing performance and gathering information regarding benefits administration from the Division’s program managers.
o Researches various sources to find information, materials, and technologies to help in the design and development of new training programs.
• Develops and champions initiatives to improve the delivery of information to members/employers.
o Assists in the development and implementation of internet-based applications and other innovative information sharing techniques.
o Researches and recommends new technologies and makes relevant suggestions/recommendations regarding technology that enables customer service.
o Interprets feedback from System members, pensioners and employees regarding System policies and procedures, and proposes methods to improve the quality of customer service to Bureau management.

• Exhibits excellent interpersonal skills with staff and customers over the telephone and in-person, both one-on-one and in a group setting.
• Possesses effective oral and written skills.
• Performs tasks accurately and within specific time frames.
• Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its different case types and action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures.
• Demonstrates the ability to perform complex mathematical calculations as necessary.
• Acquires, retains and applies extensive Retirement System knowledge to respond to customer inquiries of the more complex nature.
• Demonstrates the ability to effectively supervise subordinate staff and apply Agency policies and procedures.
• Possesses a valid driver's license for travel purposes.


Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
