Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at
Salary Grade 22 or higher and either:

Eligible for transfer under Section 70.1: Permanent competitive
service as an Environmental Engineer 2 Civil, Senior Sanitary
Engineer. Additional qualifications may be required.

or

Eligible for transfer under Section 70.4: Must meet the open
competitive minimum qualifications below;

Open competitive minimum qualifications (provided for 70.4
transfer eligibles and NYHELPS):

a New York State Professional Engineer's
license and current registration AND one year of engineering
experience in sanitary, public health or environmental
engineering. If there is a viable promotion examination eligible list (three
acceptors) for this position, candidates who qualify based on
70.4 transfer or under the 55-b/55-c options cannot be
considered.

Candidates who are not eligible for transfer or reinstatement
must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). If you have received a passing score on either of these examinations please indicate so when submitting your application.

Duties Description Candidate will serve as a Project Manager for sites in remedial programs such as the State Superfund Program, Brownfield Cleanup Program, and Spills Response Program. This work involves oversight of responsible parties or applicants implementing remedial programs under Department issued orders or agreements, management of State-funded remedial programs, and/or working with EPA on Federal lead remedial projects. Required duties will include at a minimum: interaction with remedial parties, environmental contractors, property owners, the public, and government agencies; oversight of work and contractors at remedial program sites; processing, interpretation, and analysis of groundwater, soil, soil vapor, sediment or rock data or information; writing and editing work plans and reports; assessing nature and extent of contamination; evaluating remedial alternatives; managing engineering design and implementation of remedial actions; and, maintaining remedy effectiveness and protectiveness.

Specific duties include:
Review and approval of engineering work plans;
Review and approval of engineering reports; and
Review and approval of engineering plans and specifications for remedial treatment systems.

Candidate will supervise at least one junior staff. Supervisory duties will include:

Performance evaluations.

Directly working with junior staff on engineering report and plan reviews.

Supervising staff during field activities.

Excellent verbal and written communication skills are a critical requirement of this position as the successful candidate must be able to convey complex information to the public, other emergency response personnel, regional staff and central office staff.

Candidate will be expected to manage multiple projects simultaneously and according to site-specific or program specific time schedules.

Some field work may involve working around heavy machinery such as drill rigs and construction equipment. Other position related requirements are listed in the Additional Comments section below.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 40 pounds.
Telecommuting may be available, will be discussed at interview.
