Minimum Qualifications This is a full-time non-competitive position. The minimum qualifications for appointment to a Research Scientist 1 position are a bachelor’s degree and two years of professional research experience in an appropriate field OR a master’s degree and one year of professional research experience in an appropriate field. Appropriate fields include Biostatistics, Economics, Epidemiology, Public Health, Psychology, Sociology, Social Work, or a related social science field.

• Preference will be given to candidates with experience with NYS OMH Medicaid data or other large state or federal databases; expertise in using SAS and/or SQL; expertise in sophisticated data modeling techniques; and experience with mental health populations and providers.

Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill a Research Scientist 1, Grade 18, position in the Office of the Chief Medical Officer, Office of Population Health & Evaluation, Bureau of Program Research and Evaluation. The portfolio of the Bureau of Program Research and Evaluation includes the development and implementation of a systematic research-based approach to evaluating OMH programs, policies and initiatives including the Governor’s Mental Health Initiatives (MHI). These initiatives promote safety, quality and efficiency of care, reduce relapse and hospital re-admissions, and increasing access to needed mental health services.

This position will be responsible for supporting evaluation of hospital-related initiatives, including participation in implementing evaluation plans, developing and conducting surveys, developing qualitative data collection protocols, conducting interviews and focus groups, conducting qualitative data analysis, developing reports and presentations for a broad range of audiences, and disseminating findings. This position will report to the lead evaluator as part of the MHI hospital-related evaluation team working under the direction of Senior Research Scientists, and in close collaboration with OMH program staff overseeing and implementing all hospital-related policies and initiatives, as prioritized by the OMH Hospital Work Steering Committee and OMH leadership.

Specific duties include, but are not limited to, the following:
• Communication and liaison with program oversight, providers and other stakeholders
• Conduct interviews and focus groups
• Develop and conduct surveys using REDCap software
• Conduct qualitative analyses and written reporting
• Support requirement development of interactive reporting (e.g., Tableau) to provide ongoing actionable recommendations and insight for senior leadership and other constituents
• Prepare and present evaluation findings to program stakeholders
• Prepare reports, research papers, reviews and summaries for senior leadership and other constituents
