The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description The Division of Fiscal Policy and Management's Capital Finance Bureau is responsible to ensure appropriate funding, through various sources, for the development and continued operation of a network of voluntary-operated programs statewide including, but not limited to, all certified residential and day program services. This is primarily accomplished through the development of Prior Property Approvals (PPAs), which authorize reimbursement of allowable property costs according to established NYS regulations and NYS Division of the Budget guidelines, thresholds and caps.
The Program Operations Specialist 2 will report to the Ancillary Charges Supervisor (POS 3) and support the Ancillary Charges team within the Capital Finance Bureau. The Ancillary Charges team is responsible for the review and approval of claims for reimbursement of ancillary property charges associated with OPWDD voluntary-operated programs throughout New York State. Duties include:
• Review and verify requests from voluntary provider agencies for reimbursement of ancillary property charges including real estate taxes, common area maintenance charges, and condo/co-op fees.
• Recommend payment or denial of charges based on established reimbursement policies.
• Communicate with voluntary provider agencies to respond to inquiries and provide technical assistance regarding ancillary charges reimbursement, obtain sufficient documentation to support requested charges, and provide notification to provider agencies regarding approval or denial of requested reimbursement.
• Liaison with OPWDD regional development staff and voluntary providers statewide.
• Liaison with all OPWDD/NYS Control agencies, including the NYS Department of Health and NYS Division of Budget.
• Implementation of expense control procedures in compliance with established NYS regulations and Division of the Budget guidelines and thresholds.
• Participation in all matters related to the development of Prior Property Approval packages to ensure revenue generation for the development and continued operation of all NYS Voluntary Operated program sites (including new development, relocations, conversions, rehabilitation, and lease renewal projects).
• Cooperation with external auditors in verification of property disbursements.
• Maintain various property databases. Preparation of statistical cost data as needed.
PREFERRED QUALIFICATIONS:
• Experience in bookkeeping, accounting, auditing, budgeting, or finance.
• Proficiency in Excel and/or Access.
