NY HELPS or 55-b/c Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Human Resources Specialist Trainee 1, Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14:

A bachelor's or higher degree**.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications in your application and at your interview.

The advanced placement qualifications are:

Human Resources Specialist Trainee 2, NS EQ SG 16:

A bachelor's or higher degree** AND one year of professional human resources experience OR A Juris Doctor, master's or higher degree in a field related to the position being filled.*

Human Resources Specialist 1, SG 18:

A bachelor's or higher degree** AND two years of professional human resources experience OR A Juris Doctor, master's or higher degree in a field related to the position being filled* AND one year of professional human resources experience.

NOTE: At the agency’s discretion, advanced placement to the Trainee 2 or Journey level may be possible depending on education and pending Civil Service.

*Hiring agencies have discretion in determining whether a degree is related to the duties of the position

Subsequent 55-b/c Qualifications:

A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher and have a current Civil Service 55-b/c letter of eligibility. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1/Trainee 1/2.

52.6 or 70.1 Transfer Qualifications:

At least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.4 Transfer Qualifications:

At least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher, a bachelor’s or higher degree**, and a passing score on the Professional Career Opportunities (PCO) exam. Note: Candidates must not have failed the most recent examination for this title.

Duties Description Reporting to a Human Resources Specialist 2, SG-23, the selected Human Resources Specialist 1 will assist the Human Resources Specialist 2 with position classification, exam planning and staffing. The Human Resources Specialist 1 job duties include but are not limited to:

o Recruitment efforts, including working with program managers on staffing needs; assisting in the identification of special recruitment needs (e.g., hard to fill and specialized titles); canvassing lists and coding list certifications; preparing and/or reviewing job for accuracy and completeness; verifying the qualifications of nominees submitted for appointment; preparing appointment packages for review; and processing personnel transactions.

o Developing requests for new positions, reclassifications, minimum qualification changes, earmark releases, increased minimum hiring rates, geographic differentials, and related classification and compensation matters.

o Participating in exam planning for examinations, including coordinating Parks participation in exam planning and serving as liaison between program areas and NYS Department of Civil Service.

o Advising program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination, or salary of employees.

o Creating reports and providing data analysis as requested by management and executive staff.

o Participating in a wide variety of human resources management related special projects.

o Other duties as appropriate

The incumbent selected for this position must possess excellent communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.

If you are appointed as a Human Resources Specialist Trainee 1 or Human Resources Specialist Trainee 2, you would participate in a traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.

Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Contract Management Specialist Trainee 1, Contract Management Specialist Trainee 2, or the Contract Management Specialist 1 titles. Included below is a breakdown of the salary at each level of the traineeship.

Human Resources Specialist Trainee 2, SG-16 -$61,340-$76,388
Human Resources Specialist 1, SG-18 - $65,164- $80,860

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
