Minimum Qualifications Current permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level . If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.

Microsoft Excel knowledge, skills, and abilities are a requirement. Experience working within the Medicaid Data Warehouse using OBIEE, Salient or Tableau is a plus.

Duties Description This incumbent will directly report to the Directed Payments team leader for the H&H Unit within the Bureau of Public Hospital Reimbursement & Health Care Revenue in The Office of Health Insurance Programs (OHIP) Division of Finance and Rate Setting (DFRS). The Bureau of Public Hospital Reimbursement & Health Care Revenue was created as part of FY 2021 Enacted Budget and is responsible for the calculation, development, packaging, and implementation of supplemental reimbursements to public hospitals. These distributions are utilized both in the Medicaid fee-for-service (FFS) and managed care. Specific duties and responsibilities may include:

• Reviewing, processing, and tracking of payment packages.
• Creating ad hoc spreadsheets and reconciliations of payment package information.
• Provide information to health care providers, health plans, health care associations, control agencies, health care advocates, and other DOH programs.
• Aid in developing responses to inquiries on programmatic issues, gathering information on existing and new projects.
• Work collaboratively with Global Cap Team and the Division of the Budget (DOB) to reconcile budget data.
• Conduct research of laws, rules, regulations, federal requirements, and program procedures and prepare draft changes.
• Organize Medicaid data, analyses, and policies (Federal, State & Local) for executive staff review and recordkeeping.
• Utilize data query tools to perform Ad hoc queries.
• Assist in developing reimbursement rates for providers/health plans.
• Assist in the preparation of State Plan Amendments (SPAs) and State Regulations.
• Assist in the resolution of service provider issues by interpreting program guidelines.
• Supervises a team of Senior Health Care Management Systems analysts and other staff.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
