Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**Public Safety Grants 1 levels based on degree and experience:
• Public Safety Grants Trainee 1 (equated to SG-14): a bachelor's or higher degree.
• Public Safety Grants Trainee 2 (equated to SG-14): a bachelor's or higher degree and one year of required experience.
• Public Safety Grants 1, SG-18: a bachelor's or higher degree and two years of required experience.

Required Experience: professional experience reviewing applications and preliminary proposals for grant funds, providing technical assistance to grantees with detailed budgeting, vouchering, and program reporting, and evaluating funded projects for compliance with program goals, objectives, contract provisions, and budgetary expenditures.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Public Safety Grants 1, SG-18.

Applicants may also be appointed to this position if they are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Public Safety Grants Representative 1 and are interested in reassignment; OR are a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 as appropriate of the Civil Service Law.

Candidates should possess the ability to speak comfortably with various group sizes and levels of professionals.

Duties Description The incumbent will report to the Office of Administration and Finance's Grants Program Administration Unit. Duties include but are not limited to:

• Assist with the development of various federal applications for funding through the US Department of Homeland Security (DHS)/FEMA and the US Department of Transportation and conduct reviews of local applications.
• Assist in the development of policies and procedures governing grant management activities to develop and execute a comprehensive systematic plan of administrative, operational programmatic, and financial monitoring in accordance with state and federal requirements.
• Prepare and compile data necessary to meet various state and federal reporting requirements.
• Assist in the maintenance of the agency E-Grants system including database clean-up and testing of requested changes.
• Maintain reports used by office staff daily and develop new reports as necessary.
• Assist in completing data requests by Executive Staff, Executive Chamber, or to satisfy FOIL submissions.
• Travel may be required (approximately 30%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Work schedule may vary based on operational need.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
