Job Specifics

Minimum Qualifications 15 years of experience in the career fire service. This service must include increasing leadership roles and responsibilities progressing to the Executive* level in management and administration of fire department operations and/or fire service training programs. Familiarity with fire training program administration and management is recommended.

Substitution: A bachelor's degree may substitute for up to four years of general experience, a master's degree may substitute for an additional year of general experience.

*Executive level experience is defined as direct leadership, management, and administration of a fire department at the Chief of Department level or other senior officer with responsibility for the operations, training, safety, other significant operational or administrative unit or section of a fire department, County or State Fire Training Program or Fire Academy.

Duties Description Under the direction of the State Fire Administrator, Deputy State Fire Administrators are responsible for the development of policy and providing oversight of the day-to-day operations of the Office of Fire Prevention and Control (OFPC). These duties include:

• Acting for the State Fire Administrator in their absence.
• Advising the State Fire Administrator on matters related to fire and life safety, fire prevention and public fire safety education, firefighter training and education, fire investigation, fire service administration and operations, fire service mutual aid, hazardous materials response, technical rescue, and professional qualification standards for the fire service and related emergency response disciplines.
• Development, implementation, and maintenance of the goals, objectives, budgets, and policies necessary and appropriate for effective OFPC administration and operations. These policies shall align with and support those of the State Executive and the Division of Homeland Security and Emergency Services.
• Responsibility for the administration and operations of one or more Branches of the Office as assigned by the State Fire Administrator. Note: The specific duties of this position will include serving as the Superintendent of the New York State Academy of Fire Science, providing Executive level oversight for Academy based training programs including the Recruit Firefighter Training (RFFT) Program, representing the State Fire Administrator at conferences, training programs, and events conducted at that facility, and serving as the primary liaison with stakeholder groups for the Academy and its programs.
• Ensuring coordination and cooperation between OFPC Branches where necessary, beneficial, and appropriate for the effectiveness, efficiency, and safety of OFPC staff, programs, activities, and operations.
• Representing the State Fire Administrator and acting as a liaison with other agencies, governments, boards, and commissions on policy and other matters.
• Appearing on behalf of the State Fire Administrator before public officials, local fire officials, statewide fire associations, civic and educational groups, and others, as appropriate.
• Responsibility for projects and initiatives as directed by the State Fire Administrator.
• Strong communication, leadership, and management skills are required for this position.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
