Job Specifics

Subsequent 55 B/C Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent or contingent-permanent service in a qualifying title Grade 21 or higher and have a current Civil Service 55b/c approval letter.

Reassignment Qualifications: (DOL EMPLOYEES ONLY)
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Associate Employment Services Representative; if you have less than one year, you must be reachable on the current Associate Employment Services Representative eligible list for this location, if one exists.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Employment Services Representative. If 3 or fewer qualified Department of Labor Employment Services Representatives respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Employment Services Representatives without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be similar by Civil Service.

Provisional Qualifications: (DOL EMPLOYEES ONLY)
You must be a qualified employee of the New York State Department of Labor and have had three months of permanent competitive or 55-b/55-c service as an Employment Counselor, Employment Counselor (Spanish Language), Employment Counselor (Veterans), Employment Services Representative, Employment Services Representative (Spanish Language),Occupational Analyst, Senior Employment Counselor, Senior Employment Services Representative, Supervising Labor Services Representative, Supervising Labor Services Representative (Chinese Language), Supervising Labor Services Representative (Rural), Supervising Labor Services Representative (Spanish Language), Workforce Programs Specialist 1, Workforce Programs Specialist2, Workforce Programs Specialist Trainee 1, or Workforce Programs Specialist Trainee 2. Only the titles listed are qualifying for this examination. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Duties Description The Apprenticeship Navigator conducts an intensive community and employer relations program in a major labor market area; conducts surveys of the use and effectiveness of the DOL programs in the labor market area through questionnaires, visits to employers, and review of local office records; determines the actual and potential use of the DOL services by employers with analyzing such factors as placement penetration, quality of screening and placements, use of related services; contacts employer executives to acquaint them with the available programs and services and to ascertain such factors as employment needs, personnel policies and practices, and need for labor market information; assists local office managers in established and conducting a comprehensive program of field visiting to employers to ascertain employer needs, to develop job orders, and to promote maximum use of DOL facilities; coordinates employer relations programs among local offices to insure integration of local office services with requirements of the total labor market area; establishes procedures to develop more, efficient exchange of job, applicant, and labor market information on employer hiring analysts to devise means of providing current and useful labor market information and projections to area employers; develops and adapts promotional approaches for use in the labor market area by advising managers in development of presentations to employer associations, personnel groups and civic organizations on the role of the DOL; recommends plans for promoting the use of the DOL programs through local advertising media. The Associate ES Rep. will be responsible for the supervision, oversight and monitoring of the Business Services Unit and Rapid Response Unit.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
