Duties Description The Professional Engineer 2 (Environmental), item # 46067, in the Division of Environmental Remediation, will be responsible for the following:

1.Manage the Region 6 Division of Environmental Remediation (DER) HazardousWaste Remediation and Bulk Storage programs and supervising day-to-day activities ofits staff. Program responsibilities will include the following: State Superfund,Environmental Restoration, Brownfield, Voluntary Cleanup, and Petroleum andChemical Bulk Storage programs.

2.Negotiate and/or review and approve proposed investigation and investigation workplans and reports pursuant to the State Superfund Program, Environmental RestorationProgram, and Brownfield and Voluntary Cleanup Programs.

3.Oversee PBS/CBS registration, compliance, and enforcement activities. Enforcementactivities are coordinated with DEC’s offices of General Council and Law Enforcementand regional management.

4.Perform administrative duties with respect to time and attendance, health & safety,travel, budgeting, equipment usage, performance evaluations, FOIL, internal controls,etc., to ensure program compliance with Department and program guidance andpolicies.

5.Supervise staff located in two Regional offices, including delegating specificworkload, developing individual performance plans, and conducting performancereviews.

6.Communicate with and represent the Department and Region 6 to outside agenciesand groups, municipalities, regulated community and the general public. Prepare andmake presentations as needed.

7.Respond to inquiries and emergencies in a timely manner. Effectively articulateinformation on DER’s program, policies and actions. It will include working after hoursand on weekends when necessary.

8.Serve as backup to the Regional Spill Engineer/Emergency Response Coordinatorwhen needed.

9.Collaborate with the Regional Spill Engineer on shared DER priorities.

10.Keep the Regional Director, Regional Engineer, and other involved DEC managersinformed of program accomplishments, emerging issues, and high-profile mattersthrough effective verbal and written communication.

11.Complete special tasks as assigned by the Regional Engineer or Regional Director.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available to respond to after-hours emergencies.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Telecommuting may be available, will be discussed at interview.
