Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer:
For 52.6 transfer to an Administrative Specialist 2 SG-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Workforce Development
• Work closely with the Bureau’s Director and Assistant Director in employee & organizational development and capacity-building initiatives (i.e. training, development, etc.) needed to build, sustain, and promote high performance within the Division.
• Oversee training related to the NYSLRS Portal and prepare for the ongoing updates required to maintain and expand the training inventory including self-paced courses, internal and external job aids, and online simulations.
• Oversee and participate in the administration of Division programs, including, but not limited to, Retirement Services’ Supervisory Academy and the Foundational Skills Development Program.
• Supervise the delivery of select training presentations for Division programs and on-demand training.
• Oversee training program and course development to meet identified needs by determining content, presentation method, and materials.
• Deliver complex and/or sensitive training materials to Division staff.
• Oversee registration and purchase of paid vendor training both internally and externally. Research available vendors for identified courses, review lesson plans, and prepare required documentation for Division of Finance approval.
• Evaluate course effectiveness using survey tools and reviewing objectives.
• Upon program analysis, prepare a budget for resources required, and program costs necessary, for running and funding all Division training programs.
• Oversee the distribution of training announcements across the Division.
• Upon request, ensure the of review available online training (LinkedIn Learning) and other resources in order to make appropriate recommendations for staff, both individual and for groups.
• Oversee Division administration of the Statewide Learning Management System (SLMS) and LinkedInLearning.
• Work with Division staff resources to analyze "as-is" business processes as well as the "to-be" business processes to determine the impact of the change and defining change impact mitigation strategies, including training development and implementation.
• Monitor an approach for measurement of the effectiveness of change management activities.
• Work with teams across the Division to gain and maintain an adequate understanding of NYSLRS Portal functionality, and to ensure NYSLRS Portal knowledge transfer among Employee Development Unit/ERS Training staff.
• Work with Division staff to analyze ongoing system training needs, determine training, change management, and outreach needs, and maintain system training materials on behalf of the Division.
• Coordinate training material updates with RS Communications for publishing to the intranet and to OSC’s internet site.

Supervision, Management Assignments and Special Projects
• Manage, supervise, train and mentor Unit staff and support staff member’s development.
• Participate in all aspects of the employee lifecycle for Employee Development Unit staff.
• Provide coaching and feedback, both verbally and written, via face-to-face meetings, emails, and performance evaluations.
• Hold staff accountable for completion of required tasks.
• Represent the Division on various committees, including but not limited to the Supervisor Support Community of Practice committee and the Stay Interview Committee.
• Participate in staff development initiatives for the Bureau as well as the Division.
• Operate in accordance with the Bureau’s expectations of a Unit manager.
• As a member of the Bureau’s management team, support management of the work and staff across the units.
• Strive to meet the goals and objectives of Retirement Services and OSC
• Perform additional tasks as needed or requested by senior and executive management.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
