Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 2 Programming, you must have:

1. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
2. OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
3. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
4. OR - A total of two years of experience in information technology.


Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfers:
For 52.6 transfer to a(n) Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Duties Description • Analyze mainframe COBOL and SyncSort code, MVS JCL scripting, IBM utilities (i.e. IEBGENER), SQR, SQL, and other programs.
• Analyze existing check and form templates for the Advanced Function Printing (AFP) applications using Design Pro Tools software.
• Perform a complete fit/gap analysis of proposed system changes.
• Create design documents and other related system documentation.
• Collaborate with business analysts and systems users to gather and refine system change requirements.
• Establish test conditions based on code specifications.
• Code and debug mainframe COBOL and SyncSort code, MVS JCL scripting, IBM utilities (i.e. IEBGENER), SQR, SQL, and other programs.
• Develop new and update existing check printing templates for the AFP applications using Design Pro Tools software.
• Conduct technical walkthroughs of proposed system changes.
• Conduct unit testing and debugging of all code changes in a development environment.
• Debug and fix reported defects and implement enhancement requests.
• Conduct code reviews and recommend changes.
• Perform quality assurance testing of code changes.
• Provide production support for the Statewide Financial System (SFS) check writing process.
• Work closely with business analysts and system users on problem identification and resolution.
• Provide on-call support for after-hours batch processing.

Additional Comments Knowledge, Skills, and Abilities:

• Demonstrated experience in JCL (3 months to less than one year).
• Proficient at communicating with technical staff and customers alike.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
• Experience gathering business requirements.
• Strong verbal and written communication skills.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
