Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Master's degree AND either:

1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR

2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:
• Experience in school- and/or district-based budgeting, fiscal management and monitoring and School District Business supporting highly effective practices and school turnaround models to low-performing schools.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking a candidate for an Associate in Education Improvement Services position in the Office of Innovation and School Reform (OISR). This Office is responsible for oversight in the implementation of Receivership law and Commissioner’s Regulations. This law establishes intervention authority for districts and the Department to turn around Struggling Schools under Receivership. To provide support to and hold districts and their schools accountable for school improvement, the OISR has designed a turnround framework and process that focuses on a series of on-site and e-check-in review and Technical Assistance Support and progress reporting and performance management sessions that includes connecting school districts and schools with solutions based on researched innovative practices and field-proven expertise. OISR also provides direct support to State Monitors as appointed by the Commissioner under Chapters 18, 19, and 56 of the Laws of 2020 and Chapter 89 of the Laws of 2016. Supporting an adjusted portfolio of Schools Under Receivership, under the direction and leadership of the OISR Assistant Commissioner and OISR Supervisor, the incumbent in this position will both support the State Monitor Program as well as lead/co-lead on-site and e- school-based support sessions to review programs to ensure all students have equitable access to high quality programs and social-emotional based services, with the goal of helping schools improve educational outcomes for all students. Duties of this position include, but are not limited to:

• Serve as the primary or co-liaison to a modified portfolio of assigned school(s) and districts;
• Review Receivership and low-performing schools’ annual Continuation Plans and quarterly reports, providing guidance, feedback, and support as applicable, to enhance the Strategic Planning process;
• Act as the OISR lead in coordinating and conducting on-site performance review support visitations and e-based progress review sessions and related follow-up conferences/calls;
• Develop and write follow-up reports that target school-specific supports;
• Provide ongoing technical assistance to school and district leadership and staff as well as arrange forums and other networking opportunities;
• Participate in OISR Team, Department cross-functional and other meetings, and as applicable, inclusive of those with the United States Department of Education and Department staff as needed and required;
• Aid in, and as may be needed, lead the coordination, development and facilitation of State Monitor Planning, session calendarization, and webinars that effectively align with e- and on-site school- and district-based technical assistance and support sessions;
• Review district quarterly and annual academic and financial reports, monthly revenue and expenditure reports, as practicable, and provide feedback and guidance on school budgets and related amendments; and,
• Complete special projects as assigned by the Assistant Commissioner or OISR Supervisor.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require over 40% overnight Statewide travel.

This position leads to a maximum salary of $121,360 based on annual performance advances.
