Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 2 Programming, you must have:

1. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
2. OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
3. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
4. OR - A total of two years of experience in information technology.


Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfers:
For 52.6 transfer to a(n) Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Duties Description • Collaborate with business teams to gather and refine business requirements.
• Analyze functional requirements and develop technical requirements and specifications.
• Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
• Analyze the best approach for implementing customizations.
• Assist team members in creation of design documents and other related system documentation.
• Review and approve final technical designs.
• Manage and support nightly batch schedule. Run requests in multiple database environments. Provide support to other agencies.
• Discuss progress reports with supervisor and report all progress and issues to ensure timely completion of assignments.
• Perform program testing/tuning and assist others as needed.
• Ensure a test plan/test conditions are created, including regression conditions, and that all conditions have been successfully tested.
• Help troubleshoot production issues and provide stand-by support when needed.
• Conduct technical walkthroughs and code reviews of proposed system changes.
• Manage and monitor user acceptance testing of all code changes in a test environment ensuring resolution of any defects.
• Assist others implementing new features, resolving technical issues.
• Code new programs and modules and make changes to existing programs and modules.
• Assist team members with development tasks.
• Continue to enhance knowledge on new Oracle PeopleSoft technology.
• Assist in developing training plans to enhance the team’s ability to deliver solutions.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience with one or more of the following skills:
o Debugging and resolving program problems, including troubleshooting application software for user and system problem resolution.
o Developing program control scripts, including but not limited to, JCL, ECL, UNIX, Shell script, NT batch commands, VB scripts, and SMS.
o Writing programming instructions (code) in a procedural language such as COBOL.
o Writing programming instructions (code) in any other specific programming language type.
o Preparing functional specifications defining the proposed system to meet business requirements.
o Documenting workflow processes.
o Researching or consulting to ascertain the software or hardware solutions necessary to meet the customers' needs.
o Analyzing end-user requests for information and creating "ad hoc" reports from various databases using query tools.
o Developing test plans, test conditions, and validating testing.
o Migrating programs and modules using tools; move programs and modules to requested libraries and data sets.
o Compiling and generating programs into executable machine language.
o Developing user reference manuals or documentation.
o Developing program documentation or operator instructions.
• Demonstrated experience with one or more of the following competencies:
o Object-oriented coursework or SQL or IBM JCL.
o Database – Oracle preferred.
o ERP - PeopleSoft development tools and code.
• Demonstrated proficiency communicating with technical staff and customers.
• Demonstrated strong analytical skills.
• Demonstrated excellent troubleshooting and problem-solving skills.
• Demonstrated experience handling high pressure situations, including but not limited to, the ability to work under tight deadlines, troubleshoot production issues (during shift and on-call), and the ability to shift priorities with minimal guidance.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
