Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1, G23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: The preferred candidate should have 2 years’ experience supervising and training staff both in person and remotely and at least 2 years of work with Federal agencies and not for profits. They would also need demonstrate that they are able to readily communicate issues and provide technical assistance as need be. The incumbent will need to have proficient in the Microsoft Office Suite and creating and utilizing databases. The HPA 1 will also need to have a knowledge of budgetary, contractual, and fiscal functions. Finally, the incumbent should have experience in designing reports, both mandated and ad hoc.

Duties Description Under the supervision of the Bureau Director, the HPA 1 will serve as the Refugee Health Coordinator and will be responsible for the statewide operation (exclusive of New York City) of the Refugee Health Program. Duties include partnership with federal colleagues from numerous agencies working on behalf of refugees; developing the annual budget request and justification for continuation of program funding; responsibility for providing quarterly and annual data to address Federal oversight requirements; interpreting and enacting Federal refugee health policy as it pertains to the provision of refugee health assessments, in coordination with state regulations, to ensure appropriate health services reach newly arriving refugees; coordination of regional activities for the Program including: providing oversight of refugee health outreach initiatives in high resettlement counties; recruitment, training and ongoing technical assistance provided to refugee health care providers; contract development and management; regular and ongoing communication with local health departments, resettlement agencies and other refugee service providers; providing technical assistance to Refugee Health Regional Field Representatives; quality assurance monitoring of the provision of refugee health assessments; management and evaluation of the Program’s objectives and performance.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
