Job Specifics
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6, or 70.4 of the NYS Civil Service Law.
70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
Successful completion of a two-year traineeship leads to appointment as a Training Specialist 1, SG-18.
NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges as competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Training Specialist Trainee 1: a bachelor's or higher degree.
Training Specialist Trainee 2: a bachelor’s or higher degree and EITHER:
1. One year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission, OR
2. A Juris Doctor, master’s or higher degree in a field related.
Training Specialist 1: a bachelor’s or higher degree and EITHER:
1. Two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.; OR
2. A Juris Doctor, master's or higher degree in a field related AND one year of experience as described above.
Preferred Qualifications:
• Expertise and/or experience with live, stand-up training and in-person training development.
• Expertise and/or experience with virtual training development.
• Ability to create and present live training courses and programming utilizing training and professional development best practices.
• Comfortable presenting training in large and small group settings.
• Incorporates technology and web-based applications in the design and delivery of training.
Duties Description The NYS Thruway Authority's Training Specialist 1 develops and presents segments of the Employee Development Program with a focus on in-person, classroom training designed to improve the on-the-job knowledge and abilities of clerical, technical, supervisory and administrative personnel to better enable them to carry out the Authority’s mission. Duties of this position include but are not limited to the following:
• Develop and presents specific in-person and classroom training courses for the Authority’s Employee Development Program.
• Assist with content research, development, and execution of employee development program.
• Work with internal and external partners to design and implement trainings to meet the needs of all Authority employees.
• Ensure all training materials and content are up-to-date and reflect best practices in the field.
• Assist with the development of material related to training procedures, solutions, and important policy information.
• Evaluate training courses using questionnaires or other metrics.
• Present training sessions orally and with the use of appropriate audio-visual or other training aids to attendees in a classroom or virtual setting.
• Monitor compliance with all mandatory training requirements and initiatives.
• Inform employees and program managers of available training and educational opportunities.
• Assist program managers and supervisors in developing on-the-job training procedures.
• Statewide travel of 30%, including some overnights will be required to support professional development initiatives and training classes.
