Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Unclaimed Property Applications Clerk 4 or Unclaimed Funds Examiner 2.

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties Description Daily Operations
• Monitor incoming claim volumes and staff production in coordination with Assistant Director to ensure goals and objectives are met.
• Provide direction to staff regarding work assignments and priorities to ensure goals and objectives are met.
• Provide guidance and direction to claims processing staff regarding high profile, complex and/or unique claims.
• Directly handle processing of certain high profile, complex and/or unique claims as needed.
• Track and manage fraud claims and oversee staff who handle fraud review.
• Routinely communicate with OUF customers to explain processing rules and claim status as needed. Often communications are necessary for problem resolution and decisions must be made in conjunction with office policies and procedures.

Mentoring & Supervision
• Supervise staff assigned to the Claims Review, Claims Training, Online Claims and Corporate Claims teams.
• Hire and onboard (and oversee hiring and onboarding by subordinate supervisors of) new staff.
• Evaluate staff performance (and oversee staff performance evaluation by subordinate staff), including timely feedback as well as counseling and discipline as necessary.
• Identify the need for and coordinate the implementation of updated processing instructions/procedures and staff training as needed.
• Review and approve staff time and attendance and telecommuting requests (and oversee review and approval of such requests by subordinate supervisors).

Projects & Special Assignments
• Participate in recommending and testing enhancements of the Unclaimed Funds Processing System (UFPS). In addition to individual input, communication with key subordinate staff insuring their inclusion in the process.
• Handle special projects and priority assignments as required by OUF management

Additional Comments • Demonstrated experience with abandoned property claims and the laws, regulations, policies and procedures that govern their processing.
• Familiar with creating/maintaining procedure documentation and training materials
• Familiar with available tools and techniques to evaluate staff performance, address poor performance and encourage/enhance proficient employees.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
