Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Master's degree AND seven years of experience in the administration and coordination of special education, consistent with current federal and State laws regarding the provision of programs for individuals with disabilities. Three years of this experience must have been in a management position with responsibility for the development and implementation of policy in the area of required experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-4/SG-31 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Director Special Education Services position in the Office of Special Education. The Office of Special Education works to promote educational equity and excellence for preschool and school-age students with disabilities, oversees the implementation of federal and State laws, regulations and policy for preschool and school-age students with disabilities, provides general supervision and monitoring of all public and approved private schools that service New York State (NYS) preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Associate Commissioner, the incumbent will have oversight responsibility for all programs, activities, and staff of the Office of Special Education. Duties of this position include, but are not limited to:

• Advise NYSED Leadership staff on matters of policy, program development, and the Individuals with Disabilities Education Act (IDEA) accountability system;
• Ensure the integrity of the monitoring system, including the investigation of complaints, for all public and approved private schools serving NYS preschool and school-age students with disabilities;
• Ensure a system of due process, including special education mediation, impartial hearings, and State complaints;
• Oversee the operation of the two State-operated Schools (NYS School for the Deaf in Rome, NY; and NYS School for the Blind in Batavia, NY);
• Develop a State Performance Plan/Annual Performance Report, and State Systemic Improvement Plan;
• Develop proposals for State laws and regulations, and the development of policy and guidance, to ensure NYS compliance with the requirements and purposes of the IDEA;
• Ensure that IDEA funded networks and system of professional development are fulfilling all grant conditions and contract/memorandum of understanding deliverables;
• Collaborate with other offices in the Department on projects and initiatives that affect inclusion and improved outcomes for preschool and school-age students with disabilities;
• Collaborate with the Office of Counsel relative to special education litigation and initiatives;
• Collaborate with other State agencies on projects and initiatives that affect inclusion and improved outcomes for preschool and school-age students with disabilities;
• Meet with stakeholders and advocacy groups;
• Perform the full range of administrative supervisory responsibilities;
• Provide direct supervision of the Office of Special Education Management Team; and
• In-state/Out-of-State travel for meetings, professional conferences, school/program visitations, monitoring/support activities, and other Office of Special Education related activities as determined by the Associate Commissioner.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require travel within the region and approximately 25% out of region travel.

Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

*This position leads to a maximum salary of $173,664 based on annual performance advances.

If appointed in Brooklyn, in addition to the listed base salary, this position also receives a $3,400 Downstate Adjustment.
