Job Specifics
Minimum Qualifications An eligible list for this position does not currently exist. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service in a human resource title allocated to M-3 or higher, or be otherwise eligible for transfer, per Civil Service Law. If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment will be made in accordance with Section 52.7 of the Civil Service Law.
Duties Description Under the general direction of the Chief People Officer/Assistant Commissioner for Administrative Services, the Director Human Resources 5 will be responsible for the management of the Office of Human Resources, which includes the Personnel, Employee Relations, and Workforce Learning & Development Bureaus.
The Director Human Resources 5 will provide oversight and policy direction to the operating units within Human Resources, including functions related to but not limited to:
• Recruitment and Retention
• Workforce Planning
• On-boarding
• Performance Management
• Position Classification
• Benefits Administration
• Leave Management
• Labor Relations
• Workforce Development
The Director will:
• Direct the development and implementation of enterprise-wide strategic workforce planning and development including succession management; employee development, performance improvement, and career development; identify mission-critical positions and develop associated classification and recruitment strategies to address gaps; and forecast human resources, employee, and organizational development trends.
• Work with the CPO and organizational leadership to develop a culture that inspires and advances innovation, be a leader in customer service and communication, and foster high performance, employee engagement, and learning and development.
• In collaboration with the Directors of Personnel, Employee Relations, and Workforce Learning & Development, ensures that all human resources activities comply with federal and State laws, rules and regulations, and various collective bargaining agreements.
• Maintain current knowledge of employment legislation and provide expert advice and guidance to organizational leaders to facilitate the development of proactive approaches to address emerging priorities.
The Director is responsible for the continuous development and maintenance of productive working relationships with the Department of Civil Service, the Office of Employee Relations and the Employee Organizations.
Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
