Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent non-competitive service as an Investigative Specialist 4 (Professional Conduct).
Non-Competitive Appointment: For non-competitive appointment, candidates must have:
Either 1: Two years of permanent, non-competitive service as an Investigative Specialist 2 (Professional Conduct)
OR 2: Nine years of experience in conducting field investigations or investigations of professional or medical misconduct preliminary to civil litigation or criminal prosecution. This experience must include conducting interviews of witnesses and others; preparing detailed reports of investigative findings; and testifying at administrative or criminal proceedings. Three years of the experience must have been at a supervisory level.
SUBSTITUTION: An Associate’s degree in criminal justice or related field may substitute for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include: law enforcement, police science, criminal justice
administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.
Duties Description The New York State Education Department’s (NYSED) Office of Professions is seeking candidates for an Investigative Specialist 4 (Professional Conduct) position in the Office of Professional Discipline (OPD). Under the general direction of the Director, Division of Investigations, the incumbent of this position will supervise and coordinate the investigative program for the Division of Investigations. Duties of this position will include, but are not limited to, the following:
• Serve as a regional Deputy Director of OPD and supervise Investigative Specialist 2’s (Supervising Investigators) within the Upstate regional units;
• Meet and consult with subordinate staff and OPD leadership to determine priorities of investigations, allocation of staff, and the use of investigative techniques to be used in investigations;
• Direct training of investigative staff;
• Participate in the selection of new staff;
• Conduct unusually complex and/or sensitive investigations;
• Review cases to ensure compliance with Division and Department policies;
• Act as a liaison with federal, state, and local agencies; and
• Participate in outreach programs.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires 20% statewide travel.
This position leads to a maximum salary of $127,830 based on annual performance advances.
