Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.

55 B/C APPOINTMENT:
This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

Duties Description The Department of State Language Access Program for Office of New Americans ensures compliance with NY State's Language Access Law and ensures all constituents have access to services from the agency, regardless of the language they speak.
Reporting to a Special Assistant serving as the Language Access Coordinator, the Program Aide will perform a variety of paraprofessional duties in support of professional staff working on Language Access Program operations. Duties include, but are not limited to:
• Develop, create, and analyze monthly data reports to monitor program metrics, assess trends and needs, identify discrepancies; make recommendations, and refer potential problems to Language Access Coordinator and other professional staff as needed.
• Research and compile information and develop briefing reports/communications regarding best practices for Language Access service, including tables, charts, and reports.
• Develop, maintain, and update Language Access Share Point page and database system.
• Perform data analysis on language access requests and usage.
• Develop training systems and, in collaboration with Language Access Coordinator, train the agency's Language Access Liaison network and frontline staff on how to request services, inclusive of how to use the program’s SharePoint request system, and all relevant Language Access tools.
• Serve as liaison with Human Resources in support of technical staffing needs of the agency's Language Access Program.
• Draft job descriptions, intent to fill requests, and job postings for review by Language Access Coordinator.
• Work with Language Access program staff to identify and evaluate candidates for positions under recruitment.
• Participate in interviews with potential candidates to evaluate qualifications and experience, and interest in employment.
• Assist in the recruitment by providing pertinent information to applicants on position duties, program operations, and other aspects of employment.
• Serve as coordinating liaison for the network of DOS division Language Access liaisons, facilitating and ensuring the submission of translation and interpretation requests, submission, and approval of purchase orders, and monitoring of deficiencies.
• Communicate internally with the Division of Fiscal and the Division of Administrative Rules to ensure compliance with Language Access law and timely payment of invoices.
• Act as program point person for constituent complaints and vendor relationships, working with vendors to provide technical assistance as needed, and identify improvements to be shared with the Language Access Coordinator for evaluation and implementation.
• Monitor compliance of Language Access vendors with contract requirements; identify and recommend best practices and solutions to concerns identified.
• Assist in the implementation of agency components of solutions.
