Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Education Finance Specialist 2. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant, Associate Accountant (State Accounts & Systems), Auditor 2, Internal Auditor 2, Contract Management Specialist 2, Management Specialist 2, or Program Research Specialist 3 (Economics Finance).

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Department of Education employee and have one year of permanent competitive or 55b/c service as an Education Finance Specialist 1, Senior Accountant or Senior Budgeting Analyst. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s Office of the Chief Financial Officer is seeking a candidate for two Education Finance Specialist 2 positions in the Office of State Aid. This Office is responsible for the calculation, payment, verification, and projection of over $35 billion in state aid distributed annually to school districts and BOCES in support of public elementary and secondary education in New York State. The incumbent of these positions will manage the review, oversight, and processing of state aid claims for Building aid (over $3 billion annually) with a focus on New York City. Duties of these positions include, but are not limited to, the following:
• Provide technical assistance and guidance to school districts and other agency staff regarding state aid requirements and claim submissions for Building Aid;
• Provide guidance and information on applicable laws and proper procedures for claiming aid and the completion of necessary forms and instruments to ensure school districts receive State Aid;
• Use SAMS software to perform the annual review of aid claim submissions for school districts, including requesting additional information and explanations from districts where applicable, in order to accept data into SAMS for use in State Aid calculations and payments;
• Assist in the development and implementation of post-edit claim verification projects;
• Process revisions to school districts’ prior year aid claims;
• Assist in the annual review of SAMS functionality and reporting, and recommend changes and improvements;
• Research and process district data and assist in implementing changes in law pertaining to State Aid;
• Conduct analysis to identify and resolve data anomalies in large data sets;
• Perform data analysis and reporting to ensure the accuracy of aid calculations and projections using reporting capabilities of State Aid computer systems, including software tools such as Excel and Access;
• Provide data and information upon request of the Director of Education Finance and the Bureau Chief of State Aid to fulfill requests from Department leadership, the Board of Regents, the Legislature, the Governor’s Office, and other interested parties; and
• Supervise State Aid staff as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: These will be a contingent permanent appointments or temporary provisional appointments. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. The hours for this position will range between 7:30am-5:00pm. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

These positions lead to a maximum salary of $106,454 based on annual performance advances.
